20^th Dec 2009 SNEA(I),Nashik condemns the attack on DE Shri D.H.Mehre at Gondia by sons of Sr,TOA,Smt. Geeta Shende for relieving her as per the orders from GMT Bhandara. SNEA(I) MH circle has extended full support to SNEA Bhandara and cleared that it is duty bound and committed to protect and safeguard the self respect and dignity of each and every member and can not tolerate such nonsense.

Nowadays Security Guards are engaged round the clock even at small exchanges for mtce purposes. This can be avoided and service of the security staff can be limited to the night duty hours. Large scale security guards engaged for GSM Tower mtce also can be reviewed and the same can be outsourced

15^th Dec 2009: BSNL LOOSES HALF OF THE MARKET SHARE: The Union Telecom Minister A. Raja, in a written reply to Lok Sabha, has stated that BSNL has lost more than half of the market share in last three years due to fierce competition and not due to managerial reasons.

 14^th Dec 2009:  Steps to Save BSNL from going the Air India way : Member of Parliament Hon’ble Shri Rajeev Chandrasekhar has written to prime Minister Manmohan Singh regarding steps to be taken to save BSNL from going the Air India way. He demanded the BSNL must revamp its management structure and introduce a professional chief operating officer(COO), he also sought removal of DOTs approval requirements for capital expenditure. The BSNL board should be empowered to decide all matters of purchase and procurement, He has pointed at the “deteriorating financial situation of BSNL” and written to the PM that “I seek your immediate intervention to save the company from collapse and causing losses to taxpayers and citizens of the country” from a profit to the tune of Rs. 4,231 Crores in 2005-06, BSNL has incurred losses worth Rs 4,086 Crores in 2008-09. We appreciate and congratulate Hon’ble MP Shri Rajeev Chandrasekhar ji for his genuine concern and suggestion of steps to be taken to save BSNL.

 10^th Dec 2009:   BSNL Cancells Huawei GSM Tender: BSNL is reported to have cancelled the 20 million GSM line tender awarded to China’s Huawei for expansion of services of Southern India. The negotiations with Ericsson covering the North and Eastern regions are also still not finalised, as per media reports BSNL could consider re tendering the whole lot. Alcatel-Lucent may be asked to take over the contract, although it would be expected to match Huawei's tender prices. BSNL has apparently shortlisted Ericsson for 25-million lines for the North Zone and 18-million lines for the East Zone, while Huawei was given 25-million lines for the South Zone. The Western Zone is in limbo with BSNL initially wanting to award the contract to Huawei, but then being told by the government not to, because of a serious security concern. The various contracts are estimated to be collectively worth around US$6.5 billion.

08^th Dec 2009: Maharashtra & Mumbai tops in Landline surrender:  From April 09 to Oct-09, All Telecom Circles shown huge surrender of Landlines, Maharashtra Telecom Circle has Topped  the list of Landline surrender circles, In MH in this fiscal 3.32 Lakh landlines were surrendered followed by A.P= 2.43 Lakhs, Tamilnadu=2.06 Lakhs, Karnataka 1.87 Lakh, Gujarat= 1.32 Lakh and Kerala lost 1.25 Lakh landlines. In Metros Mumbai Topped the table with 57420 lines surrendered, followed by Chennai with 57243, Kolkata is third with 47150 & Delhi with 47079. Overall in entire country 21.7 Lakh fixed lines were surrendered between April to Oct-2009 period. Percentage wise drop is 2.5% in landlines. As of end of Oct-2009 country had 3.72 Crores Landline subscribers whereas there are 48.8 Crores of Mobile users.

Twice volunteers are called but no proper response. Now we will be posting 10 from each big Circle. After project implementation, they will be sent back to the home Circle to maintain ERP in the Circle.

   The company launched an extremely aggressive pricing of 30 paise per minute for local and 50 paise for STD video calls, making it as cheap as the current pricing existing in the market.
BSNL’s 3G service, launched in Chennai on Friday evening, will be available on both pre-paid and post-paid connections. 3G will make available other facilities like mobile live TV and high-speed internet with download speeds up to 3.6 mbps. Customers will be able to watch 24 television channels at present . BSNL plans to add other facilities like video streaming and video-on-demand soon.With BSNL offering these services at such low rates through a ‘promotional plan’ for a period of one year, the 3G pricing strategy too looks to have been set. The 3G spectrum auctions is set to take place this fiscal.
“We expect one lakh customers to subscribe to our 3G service in a month-and-half ,” A Subramanian, chief general manager, BSNL, Chennai , said during the launch of the service. BSNL has already rolled out 3G in about 240 cities and towns in India. (21 Nov 2009, 0639 hrs IST, TNN )

Update of Court case in J&K on Adhoc promotion: The case came up for hearing yesterday and posted for today. Morning session, the lawyers were on strike and hence no case could taken up. In A/N the case further postponed. Next date is to be announced

 22^nd Nov 2009:  Alert  and save BSNL from Bogus representatives cheating in the name of  CMD/CGM/PGM & GMs:   SNEA(I),MH Circle Secretary has came to know of one  big ratchet of some anti social elements who are having Bogus letter heads of CMD BSNL.CGMT MH Circle,various PGMS and Head of SSAs, they had prepared letters addressed to various BSNL Empanelled hospitals and are entering into an agreement with that Hospitals for the medical checkup of entire BSNL employees under welfare measure and in completing that formalities they are demanding huge amount as negotiating/Brokerage charges for completing the formalities, in that way they in the name of BSNL are cheating Hospitals/Doctors. Such types of incidents in big number have been reported from Goa, Sindhudurgh, Sangli & Kalyan. Already some of those criminals had been arrested by Sangli Police under the dashing supervision of API Shri Kumbhar, still Police & Vigilance department of MH Circle is continuing their investigation for the participation of any BSNL employee at any level. All our members are requested to alert our empanelled Hospital authorities for not becoming victim of any such Fraud, as BSNL has not introduced any such scheme.

20^th Nov 2009: Leased circuits pending for Provisioning: Circle wise total 7651 leased ccts are pending as on 31.10.09 throughout BSNL of which 3750 are SWAN (State Wide Area Network) ccts. The average revenue for one cct per annum is Rs. 5 lakhs for SWAN ccts and Rs. 50000 for other 64 Kbps ccts. By rearrangement of cards in different MUXs, maximum connection can be given, BSNL CO << Letter>>  <<Details>> By this BSNL can earn at least Rs. 207 crore per annum. Total 696 LC are pending with MH circle.

 20^th Nov 2009:Training allowance - Recovery of pay: The recovery of pay on account of revision of training allowance from 15% to 7.5% was discussed again with the concerned officers. As promised by the Management in the early meeting, the establishment section is working out modalities in order to have "no pay loss on account of revision of training allowance".

 20^th Nov 2009:JTO(T) to SDE(T) DPC under seniority quota: CHQ leaders met GM(Pers) and expressed concern over the delay in initiating the DPC process for JTO to SDE. Since the preparation of All India Eligibility list is a lengthy process as gradation particulars has to be obtained from Circles and the provisional All India Eligibility list has to be circulated among the JTOs before initiating DPC process, we requested immediate action. In the earlier meeting GM(Pers) assured action within a week but nothing happened even after two weeks, we informed GM(Pers). GM(Pers) assured prompt action. JTOs of 1994 year having 13 years of service as JTO are waiting for their first promotion.

 17^th Nov 2009:   BSNL likely to get up gradation status within a month:  In a development that would add to the valuation of the public sector companies ahead of disinvestment, the government is likely to bestow the 'Maharatna' status to a handful of PSUs within a month. "I think they (DPE) should be able to do before the end of the month," Cabinet Secretary K M Chandrasekhar said when asked by media how soon the government would decide on the coveted status for the CPSEs. The government is preparing a roadmap for disinvestment of about 60 PSUs, including SAIL, NMDC, CIL and NTPC. At present, 18 CPSEs have the navratna status and 62 are miniratnas. A navratna firm has the autonomy to take investment decisions up to Rs 1,000 crore without seeking government approval. These firms have the liberty to enter into joint ventures with private sector companies on their own. In its effort to grant higher autonomy to the best performing CPSEs, the government would choose a few of them as Maharatnas. ONGC, NTPC, BSNL, IOC, SAIL and Coal India are the likely candidates for up gradation in their status. Of these, BSNL and Coal India are yet to be listed on the stock markets. (Source: PTI news)

 12^th Nov 2009: Good News for Officiating JTOs: As per the reports received from reliable source, Principal bench CAT New Delhi directed BSNL to fix the pay under FR 22(I) (a)(1) instead of under FR 35 for TTAs officiating as JTOs. The Principal CAT New Delhi gave a judgment on 11/11/09 over the case filed by Group of officiating JTOs vide OA No:3213/2009 &MA:1491/2009.The court directed BSNL not to recover the pay and allowances already paid to the applicants in the scale of pay of JTO. They are further directed to continue to pay to the applicants pay and allwances due to them in the scale of pay JTO as per rule 22(1)(a)(1). Earlier pay of TTAs who are working as JTO(offtg) was fixed under FR 35 causing reduction in their emoluments. SNEA(I) MH Circle requests GS for further perusal of this matter with BSNL corporate office for early settlement and regularization of left over TTAs doing JTO officiating.  

 11^th  Nov 2009: RECRUITMENT FOR EXTERNAL J.A.O. EXAM NOTIFICATION  RELEASED :B.S.N.L. Corporate Office notified the JAO exam schedule, EQ ,Age Vacancies The last date of application is 15/12/09. C.A./ICWA/M.COM. is the Educational qualification .Age on 01/01/2010 must be more than 20 yrs.& less than 30 yrs for OC category & SC/ST candidates are eligible to get relaxation as per constitutional provisions.<<<NOTICE>>> <<<FORM>>>

New 11^th Nov 2009: Meeting with Director (HRD): GS along with AGSs, Com Khan and Com Sebstian, met Director (HRD) and discussed the following issues.   DPC from JTO to SDE under 67 % quota : The DPC should be immediately notified for the vacancy years 2008-09 and 2009-10 and necessary action be initiated in this regard, we urged upon director(HRD) who assured us that he would direct concerned officers to initiate appropriate action in this direction .

LDCE from JTO to SDE: The LDCE from JTO to SDE for about 4400 TES Gr B vacancies should be immediately notified against the vacancy years 2006-07 and 2007-08. The resultant vacancies for the year 2008-09 may also be taken into account before notifying the exam, we requested Director(HRD). Favorable consideration of our request and early notification of the examination was assured.

Regularization of adhoc STS officers: The process of regularization of about 2300 existing adhoc STS officers which is stalled due to legal reasons needs to be expedited as early as possible. We informed Director(HRD) that we are not averse to any kind of arrangement that helps in regularization of adhoc STS officers at the earliest. Director(HRD) informed that BSNL has send the legal opinion that it has received from its legal counsel representing BSNL in Supreme Court to DOT for taking a final view on the matter.

Promotion from STS regular to JAG: Immediate steps may be taken to initiate the process for promotion of recently regularized 280 STS officers to JAG. Director(HRD) informed that this process is expected to be completed shortly and necessary action to promote these regular STS officers to JAG has already started.

DPC from SDE to Adhoc STS: We requested Director(HRD) to direct CGM/J&K to take appropriate action to ensure early listing of the case by BSNL in J&K High Court so that the interim stay granted by High Court is vacated as soon as possible by submission of facts before Hon’ble High Court. Director(HRD) spoke to CGM/J&K to initiate immediate action for early listing of the case to enable BSNL Hqs to issue promotion orders from TES Gr B to adhoc STS as early as possible.

Referendum of Associations: Dir (HRD) informed that this issue is under active consideration of BSNL management since the committee constituted to finalize the modalities for holding the referendum has submitted its report.

ACP of Civil & Electrical: We informed Director(HRD) that since the committee constituted for the purpose of deciding the issue for Civil/Electrical etc has already finalized and submitted its report which we understand is positive and addresses the issue appropriately, there is no point in linking the issue to other cadres and thus unnecessarily delaying it. We impressed upon the Director(HRD) to get the necessary orders to remove the anomaly in respect of Civil/Electrical etc issued at the earliest, and we were assured by director(HRD) that he would discuss the issue further with the concerned officers.

Continuation in CDA scales till the date of promotion/retirement: The pension of all the persons who have availed this option is not being settled by Jt.CCAs. GM (Est.) has already asked for the requisite information from the circles but no major circle has provided the same. We requested Dir (HRD) to kindly issue DO letters to CGMs to send the information at the earliest. Dir (HRD) asked us to remind the same in the next week as GM (Est.) will be available next week only.

 5^th Nov 2009 :Hon. High Court of Andhra Pradesh vacated stay on DGM recruitment :Hon. High Court of Andhra Pradesh which stayed the DGM recruitment in W.P. 21523/2009 on technical grounds earlier based on the arguments put forth by  Advocate was vacated, when the administration approached on Jurisdiction. Subsequently a case was filed by our A.P. SNEA (I) Comrades in Hon CAT Hyderabad vide OA SR 2872 /2009, which will be heard in the early next week.

05^th Nov 2009:   Cabinet clears proposal for disinvestment in PSUs: Union cabinet today has given approval for 10% disinvestment in all profit making PSUs at the same time decision has also been made for listing of all profit making PSUs in stock market. One more step taken towards bringing of 10% IPO of BSNL. Home Minister Shri P Chidambaram told reporters after the meeting of Cabinet Committee of Economic Affairs "All profitable listed CPSEs should need the mandatory listing of 10 per cent public ownership," The government has also decided that all unlisted CPSEs, which have made profit in the past 3 years and have a positive net worth should get listed on stock exchanges, he said, adding that CPSEs would enter the market at "appropriate" time. As per SEBI regulation, listed companies are required to divest a minimum of 10 per cent of the equity to the public. The minister further said the proceeds of the disinvestment would straight away go to meeting the capital expenditure of the government's social sector programmes, without being routed through National Investment Fund (NIF).

BSNL unions/Associations are continuously demanding that if at all IPO comes then money so collected should be exclusively used for the development & growth of BSNL only.

The BSNL Advertisement service launch will happen all over India soon. By logging on to BSNL Advertisement service mobile one can have profits in the form of extra talk time. With BSNL brings information and advertisement of various products & services of our choice to our mobile.
It provides an exciting amenity such that BSNL add services offers its customers with some FREE TALK TIME for registration and receiving Ads. One can register to this Mobile advertisement services by following ways,

• By ringing to the toll free number 51235 or by logging onto the official site from mobile phone

• They provide a choice of choosing the types of products/ads in order to receive in your mobile phone from BSNL.
   • But GPRS supporting phone alone is eligible for registration.
   • At first the personal details has to be rendered.
   • The choice of area is not a constraint one can avail this where ever BSNL advertisement service exists.
   • There is also a provision for selecting any or even all the services of India BSNL service of advertisement based on its terms and conditions.

It is expected that this scheme is going to be a massive hit in the Indian telecom business so that BSNL will earn the supreme appraisal by this year

 4^th Nov 2009 : Amendment in the recruitment rules of JTO-2001 :The period from 10 years to 7 years of service is the eligibility criteria for Group C non-executives for appearing in the Limited Internal Competitive Exam for  the promotion to J.T.O. under 35% & 15% quota.  BSNL CO  issued  amendment in the recruitment rules of JTO-2001 to this effect other than this, there is no any other changes  in the Recruitment Rules of J.T.O 2001. <<<Click>>

3^rd Nov 2009: Flash News: Hon. High Court, Ernakulam today dismissed the appeal filed by BSNL against the interim order granted to this Association by the Hon.CAT, Ernakulam for provisionally admitting the applicants for MT rect. regardless of age and qualifications.

1^st Nov 2009:  Ban on Prepaid Mobiles in J& K :  Govt. of India asked DOT to ban Prepaid Mobile service of all Operators at J & K from today i.e 1st Nov. 2009 in view of  National Security. As per reports BSNL has total of 12 Lakh mobile connections out of which more than 9 lakh are Prepaid. In J& K after Airtel, BSNL is the second largest GSM service provider This decision by Govt.of India is going to surely dip BSNL revenues further.

28^th Oct 2009: Local call at 1 paisa/sec & STD call at 2 paisa/sec in prepaid mobile segment introduced: MH Telecom circle introduced per second Tariff plan of 1 paisa/Second for local call and 2 paise/second for STD call for prepaid mobile services, customer has to activate by making SMS ACT 1S to 53733 daily Rupee 1.50 will be deducted from  the customer’s account and Customer will be locked in this plan for a minimum period of 30 days. This plan is named as “PAL DO PAL”

21^st Oct 2009:   BSNL to start Prepaid service in Broadband: As per information received from reliable sources very soon BSNL is going to roll out prepaid coupons for Broadband internet services. Most probably the service may start from end of this month or from early November 2009. BSNL would be the first company to introduce a prepaid system for broadband services. Under the new system, customers would be able to use the broadband service through their account from any BSNL phone across the country, provided they are carrying their own modem and have a valid prepaid coupon.   

20^th Oct 2009:     BSNL to start per second tariff:  As per media reports Public Sector Giant BSNL has now decided to throw its hat in ongoing Tariff war and it is understood that decision has been taken to introduce per second billing tariff, according to which in a prepaid segment post activation an special tariff voucher is to be activated  to switch over to per second billing tariff in which charges for local will be 1 paisa per second and for STD it will be 2 paisa per second.  

19^th Oct 2009:  Documents for Mobile Subscriber verification:  BSNL corporate office endorsed and circulated the instructions of DOT regarding valid documents list required as proof for mobile subscriber verification. DOT has circulated list of documents which are to be accepted as Identity & Address proof and clarified that these documents will be accepted for future audits only and further clarified that old cases will not be reopened.

18^th Oct 2009: Vigilance awareness week: Central Vigilance officer BSNL Corporate office has issued instructions for observing  Vigilance awareness week w.e.from 3^rd Nov-09 to 7^th Nov-2009 and will commence with a Pledge on 3^rd Nov 09 at 11-00 Hrs.

15^th Oct 2009: MT Recruitment:  As per CHQ instructions All Executives JTO/JAO & above now allowed to apply irrespective of age and qualification, BSNL corporate office issued order as per directives & interim order of Ernakulam CAT, vide AGM(Recruitment-I)Letter No.2-2/2008-Recruit dated 14^th October-2009.
