13 Dec13: Meeting with AGM(Admn),Nashik: Com S.V.Bhad CP SNEA(I) MH Circle & DS SNEA(I) Nasik yesterday met AGM(Admn) Nashik  to discuss the following prominent developments as well as HR issues .

1) Immediately approval of screening committee for TBP of eligible officers due on Oct 2013 from E2-E3 & E3-E4;AGM(A) assures to expedite the work at the earliest & same after TBP same will be forwarded to C.O.for further approval.

2) Uneven distribution of hired vehicles in SSA .AGM(A) assured to look into matter & will issue suitable guidelines for proper provision of vehicles for the field staff viz.MW section & LC section.

3) Posting of JTO at Panchavati,Yeola,FTTH etc.as well as posting of TTAs at LC,Indiranagar,CIDCO, Complaint Centre at CMTS etc.Posting or Temp.handover of charge of S.D.E.Sinnar who is on medical leave.

4)Relieving of  Com P.A.Nilakhe,DE(PPN & Manmad)  who have recently transfer from rural to urban .

5) Informal meeting on agenda already submitted to this association, we conveyed abnormal delay for grant of informal meeting on agenda already submitted. AGM(A) informed that the agenda points have been endorsed to field units for compliance & meeting will be conducted on 21st Dec 2013.

6) Uneven workload distribution among executives. We have point out some case, AGM(A) assured to examine & necessary action will be taken at the earliest.

12 Dec13: Long awaited Justice prevails for BSNL absorbed ITS Officers: In a milestone action with very positive step after long await of years together, BSNL management has taken positive and motivating action thereby giving moral boosting dose to ITS officers who have shown faith on BSNL and its functioning and have joined BSNL by absorption in BSNL by issuing their promotions. BSNL issued promotion orders of 17 BSNL absorbed ITS Officers in cadre of Add GMs and promoted & posted them as regular GMs. Maharashtra Circle is lucky to get such three promoted officers at Dhule, Amravati & Chandrapur SSAs. It is very important that SNEA has given attention to the issues of these BSNL absorbed ITS Officers by the initiatives of Com. Nitininji Mahajan then Add GM Nashik who has shown faith on SNEA (I) and joined as basic member of SNEA (I) Nashik in presence of Com. G.L.Jogi on 29/08/2013 and given us confidence and green signal to go ahead on these issues. Since then SNEA (I) has concentrated on the issues of BSNL absorbed ITS officers and problems & difficulties faced by them. The order of Time Bound Promotions as Add GMs & regular promotion as GMs were delayed for last four to five years and even after directives from Hon. Court the BSNL management did not initiated steps for promotional prospects of these Officers.

SNEA(I) Nashik congratulates all these officers on their first regular promotions in BSNL and specifically congratulates & conveys sincere thanks to Com. Nitin Mahajan, GMT Dhule for his initiatives and detail feedback to SNEA(I) on this issue with which SNEA(I) CHQ could pursue this matter to the root cause. We  convey sincere thanks to Com. G.L.Jogiji, President SNEA(I) CHQ, for keeping his word given in special GB meeting of SNEA(I) Nashik & Com. K. Sebastinji, GS SNEA(I) CHQ who had pursued all these issues on point to point basis with updates to SNEA(I) MH

10 Dec13: ITS case at Hon Deli High Court: The contempt petition filed jointly by SNEA (I), BSNLEU and AIBSNLEA against deployment of unabsorbed ITS officers in BSNL listed for hearing on 09.12.2013. The case is adjourned as the Hon Judge was on leave and there was no sitting. The next date of hearing will be known shortly.

9 Dec 13:Temp.Advances will disburse tomorrow  :DS,SNEA(I),Nashik & Com.K.T.Dhurandhar SDE(FM) met A.O.(Cash) O/O GMTD Nashik regarding the burning issue of not sanction of Ty.Advances to field executives, we have totally shown displeasure for the current situation going  on in BSNL due to current implementation phase of ERP.  A.O.(Cash) categorily told that the offline/traditional method for sanction of Ty.Advance is implemented & Ty.Advances of total 55 Executives are under sanction & will be disbursed tomorrow as soon as the funds are received from Circle Office, Mumbai. We have also discussed & Pointed out to A.O.(Cash)about the some cases of our Executives' bank loan installments  are not deposited to their own account from the salary of Oct & Nov 2013.The A.O.(Cash) spoken the matter with A.O.(ERP) at C.O. Mumabi & assured that such cases are under the consideration of C.O.Mumabi & the bank loan installments are debit to their account up to tomorrow.

9 Dec 13:Long awaited request tranfer order of Com P.A.Nilakhe issued  :A.G.M.(Admn),Nashik issued the long awaited request transfer of Com P.A.Nilakhe D.E.Manmad from Rural to Nashik urban area yesterday. We are very much thankful to our Sr.GMT Shri Surshbabu Prajaptiji for considering the request transfer of Com P.A.Nilakhe who have completed his two years rural stay in the Month of  May 2013 & render very good services in Manmad & Pimpalgaon area. <<<Order>>>

1 Dec 13 :Awareness session between BSNL Management and Unions/Associations: From Management side, CMD, DIR(Fin), DIR(HR&Ent), DIR(CFA), ED(CN), ED(Fin), ED(CA) and all the PGM/GMs of BSNLCO were present. All the Union /Assn leaders (2 each) were participated in the session from 10:00 AM to 02:45 PM. SNEA(I) represented by AGSs Com Pandurang Nayak, Com Vivek Wankhade and GS.

Elaborate presentations were made by PGM/GMs of different verticals namely Finance, Mobile (CM), Landline (CFA), Enterprise business (EB) and Human Resources (HR) explaining the roadmap for the revival of BSNL. Very serious thought process was made by the Management in the form of presentation.

Further discussions will continue based on the information supplied by the Management in the form of presentation.  <<<>>>

27 Nov 13:Meeting with GMT Nashik: The delegation of SNEA(I) Nasik comprising Com. M.B.Sangle, Jt.Sec (W) SNEA(I) CHQ, Com. S.V.Bhad, CP SNEA(I) MH Circle ,DP Com A.R.Akhade,CEC Member Com S.A.Chavan & DS SNEA(I) Nasik today met Shri.Suresh Babu Prajapatiji GMT Nashik toady and other Officers from Admn side viz. DGM(Admn) & AGM(Admn) of BSNL Nasik were present.

      The following prominent developments as well as HR issues were discuss with GMT Nashik.

This is very burning issue that since last two months due to transition phase of ERP & blackout period the Temp.Advances of field executives are not receiving & that naturally hampered the development activities of SSA. But in spite of this difficulty our Executives are expenses money from their pocket to avoid the interruption in the development work. Also the ATM cards are not received to the field executives & uneven disbursement of last month salary to all exectives.Our GMT assures to resolve the stalemate in this burning issue & will speak with G.M(F&A) at C.O.Mumbai.

6) Informal meeting on agenda already submitted to this association, we conveyed abnormal delay for grant of informal meeting on agenda already submiitted.GMT informed that the agenda points have been endorsed to field units for compliance & suitable date will be conveyed shortly before 15th Dec 2013.

7) Uneven workload distribution among executives. We have point out some case, GMT assured to examine & necessary action will be taken at the earliest.

             In response to above issues GMT responded positively and assured that he will resolved all the issues raised in the meeting amicably. Our Senior leaders conveyed appreciation for making successful conduction of meeting in presence of Hon.CMD while on the tour of Nasik SSA. We also appraise the representation of GMT Nashik Shri Sureshbabu Prajapatiji with detailed power point presentation on growth &development issues of Nashik SSA as it was very impressive.

25 Nov 13: Hats off!! to team of FTTH,EB,Broadband : The team of FTTH,Broadband & EB under DGM (IT&EB) has taken tireless efforts of three hours for successfully change of FTTH plan  of FTTH connections provided to K.K.Wagh College of Engineering . Under the dynamic leadership & consistent efforts of our SNEA(I) member Com P.M.Barve  & Com R.P.Gujarathi SDE EB,Com C.S.Tonpe SDE BB,Com V.D.Morkar SDE BB & Com D.K.Raut  JTO FTTH has taken very  high level effort to change the FTTH plan to higher Value. Already a FTTH connections were provided to KK wagh COE with the efforts of  FTTH,Broadband ,PCM & EB  team with 10 Mbps/50 GB data limit. Now due to good speed & heavy data usage the 50 GB limit  of Computer deptt.was exhaust on 21 Nov 2013 & on 22 Nov 2013 the online exam of MBA students of KKWagh institute was to be conducted in two session. For that the institute has demanded to enhance the speed & data limit of Computer Deptt. FTTH connection around 15:00 hrs on 21 Nov 2013 by giving  plan change application. But the FTTH connection provision & change of plan work is associated with the DOTSOFT & normally the plan change requests in DOTSOFT are carried out on the last day of the month to effective the new plan from first day of the month. This was very critical situation either to change the plan or to deny the plan change request by keeping  in mind the future of MBA student. In such situation, our comrades approach directly to our Sr.GMT Shri Sureshbabu Prajapatiji & convinced him to give the approval for change of plan. Finally our Sr.GMT accorded the administrative approval to change of plan of FTTH connection & same is implemented by BB section late evening & in this manner the Final year MBA students online exam. without any hurdle was smoothly conducted by the said institute.

  23 Nov 13: BSNL Mgt called a meeting of the GSs of Associations and Unions on 30th November, 2013 to discuss operation and development related issues as a follow up action to HOCC meeting. As the Assn may get limited time, Circles/SSAs and activists are requested to provide critical issues related with operation and developmental activities by 28th. 20 Nov 13:An Appeal to members to purchase Executives Diary-2014:As per the resolution passed in the Circle Conference,Goa;SNEA(I),MH is once again going to print Executives Diary-2014 as per the requirement from the concerned SSAs with the cost of Diary is decided as Rs.150/-(approx) including dispatch charges. As per the order from C.O.New Delhi the Executive Diary will not be distributed to Executives from year 2014 with the cost of BSNL. Hence it is appeal to all members of SNEA(I),Nashik to convey their views for the purchase of the  Executives Diary-2014 from their own pocket on or before 25th Nov.2013 to our Dist. Treasurer Com G.G.Borase.

20 Nov 13: GM(F),Mumbai issued guidelines for Ty.Advance :As informed earlier, about the difficulties faced by Field units in getting Temporary Advance with “Go Live” of ERP in MH Circle , today guidelines are issued by GM Fin Mumbai and individual Officers can now apply for Temporary Advance through ERP. In a special letter addressed to all concerned Mrs. Marina George GM Fin Mumbai issued guidelines for applying for Temporary Advance and entire procedure up to its payment. Letter <<<>>>

              It is well known that this letter will give some relief to filed units who are without any money in hand even for day to day works and were compelled to pay from Pockets. We know that with this issue is not settled as till more than 60% Field Officers have not received the ATM Cards of accounts in which the Temporary Advance will be deposited. It is informed by Shri. Sekhar DGM ERP that more than 1200 ATM cards have been dispatched with last lot on Monday 18/11/2013 and by now all should have received ATM Cards. If anyone has not received ATM card he can contact to Shri. Sekhar DGM ERP Mumbai on 022-26467360. After receipt of ATM card one has to activate said bank account with online activation procedure and after activation of account the Temporary advance will be deposited in this account.

           SNEA (I) MH is aware of certain issues raised with Go Live of ERP in Maharashtra Circle and we are on job to take it with all concerned for proper solution. Instead of blaming anyone, Let us hope that in coming day, concerned officers will take sincere efforts in resolutions of problems with ERP and by end 2013; the ERP will start functioning smoothly. All comrades are requested to email issues with ERP to Com.    While congratulating Mrs. Londhe on her achievement Shri. A.V.Kulkarni CGMT MH Circle gave brief report on activities and progress of Maharashtra CMD BSNL that by end of this year Maharashtra Circle contribute 20 % growth with sincere efforts by all. 

   The Chief Guest of Function, Shri. R.K.Upadhyay CMD BSNL, in his very inspiring and motivating speech, has mentioned that Maharashtra Circle has special importance in BSNL as majority of revenue is shared by Maharashtra Circle and he has lot of expectations from all the employees of Maharashtra Circle. By recognizing the efforts of Mrs. Sunita Londhe, he appealed that BSNL can flourish if we all together work on ideas given by Mrs. Londhe. He also elaborated on three dream projects viz NOFN, Defense   & LWE (Left Wing Extremist) Project for mobile services and its importance for existence of BSNL and appealed all to come forward to join hands. He specifically mentioned that account personals should come out of their traditional way and contribute in supportive & active manner so that all the three projects are completed in time. While special appeal to take decision at own without waiting for just consent of higher authorities in each and every issue, he warned that delay in execution of these projects will cost like anything to BSNL He mentioned that for scheduled Kumbh Mela Nashik in 2015-16 sincere efforts should be taken in advance and required funds will be made available as and when required by Nashik SSA. He further stressed upon the discipline in BSNL and appealed to put sincere efforts in all works with unity, communication with each other and in discipline manner which will lead BSNL to achieve glorious history. When company will be in profit, as CMD he will ensure that first right of employees on the profit of company and further assured that all the issues raised will be taken care by BSNL management.

    Entire speech of CMD BSNL was encoring, motivating, inspiring and was giving clear picture on future of BSNL with positive thinking.

A.V. Kulkarni, CGMT Maharashtra,Shri Gambhir,PGMT Kalyan,Shri. Pravinkumar Malhotra ,Sr.GM (HR), Shri. Tiwari,GMT Aurangabad & Shri Suresh Babu Prajapati,GMT Nashik were also present. On behalf of Maharashtra Comrades, Com A.R.Manani,VP SNEA(I) CHQ  Com. M.B.Sangle, JS (W) SNEA(I) CHQ, Com. S.V.Bhad, CP, Com M.S.Adasil CS,and especially on behalf of Nashik comrades Com. S.A.Bhadane, DS Nashik welcomed Shri. R.K.Upadhyay& Shri A.V.Kulkarni CGMT MH. On behalf of thousands of Comrades of SNEA(I) MH,Com M.S.Adasul CS conveyed sincere thanks to CMD BSNL for his special efforts in removing adhocism in DE promotions, issuing promotion order’s of D.E.Regular orders  and taking  BSNL to positive direction by arresting negative growth to certain extent.

           Even though Shri. R.K.Upadhyay, CMD, was having full day hectic schedule, he was in very pleasant mood while meeting SNEA (I) Delegation which was last long for 45 min. While accepting thanks of delegation, Shri. Upadhyay expressed that during the finical crunch of BSNL; the executives & employees should apply max.efforts to once again to bring back glory in BSNL . He specifically mentioned that the about 52% of the revenue is utilised for the salary expenditure & remaining revenue is only utilised for the expenses on developments & further growth of BSNL. To earn max.profit & revenue, all the employees of company have to take united & max. Efforts from tooth & nails to compete BSNL with other pvt. Operators.  

          Our CHQ& Circle conveyed CMD that they also want to join hands with management and ready to support each and every step by management for development of BSNL, the only we want is adequate 3M(Man,Material & Money) in the field units which we are not having even for day to day maintenance works. Shri. Upadhyay agreed that there is scarcity of the material in the field units as there are certain issues in providing material as required by field units and his office is taking efforts to meet all such short comings and shortly we will be able to overcome this shortage.

           With specific issue of Maharashtra, we specially brought to his notice the critical issues of augmentation of SGGN& GGSN at Pune and problems faced by executives as well as customers in entire Maharashtra, and immediate need of nine lakhs lines equipments for Maharashtra Circle. Shri. Upadhyay, informed that he is aware of these issues and informed that the GGSN which was previously cater the data traffic of entire west zone is now only connected to Maharashtra customers & CMD retreated that there is need to see the augmentation of traffic that same capacity GGSN is not able to cater the need of data traffic of Maharashtra state. On this issue our C Com Adasul has systematically briefed the statistic of data traffic in MH Circle & then CMD was fully agreed with our say. As immediate steps he has instructed to GM(Nodal) Pune to divert the present heavy traffic of 3G Data to some of south Circles(Chennai) GGSN which will give some relief to customers in MH Circle  and the permanent solution for same is procurement of equipment for augmentation of SGSN/GGSN and for that tenders has been finalised and certain issues which are pending will be taken care and equipments will be made available very shortly. 

          Also we have elaborate our CMD about the forthcoming” Kumbhmela”at Nashik  & Trimbakeshwar in 2015 which requires certain developments’ in land line & GSM field.CMD assured that he will defiantly give full attention towards the proposal send by CGMT office on top propriety to give a proper shape to the diff. facilities during the  “Kumbhmela”.

            While continuing tempo of positive discussions, we had submitted him detail representation wherein we have consolidated the Development & HRs issues in details. With a look at detail representation and its contents, Shri. Upadhyay assured that he will go through this representation and assured that each and every point will be given due consideration including prominent HR issues raised by SNEA(I) Maharashtra and he once again appealed us to concentrate on revenue and growth of BSNL.

                      In response to his appeal, we informed him that we are bound by assurance of Shri. A.V.Kulkarni, CGMT MH Circle & now 10% positive growth in revenue for Maharashtra Circle is shown in last quarter. We also requested him to give more exposure to the BSNL executives in important works by their direct involvement like installation of new equipments like GSM,NGN switch which are now in hands of vendors and is the main reason for poor quality of services and Maharashtra Comrades are ready to take such responsibility to provide quality services to BSNL customers.

           The meeting which lasted for more than 45 minutes concluded with assurance of Shri. R.K.Upadhyay,CMD BSNL to have collective efforts for retention of glorious history of BSNL and management is bound to take care of issues of employees in positive manner. P.N.Patil Auditor SNEA(I) MH,Com Waghmare DP A’Nagar,Com Pawar A’Nagar,Com H.D.Gaware SDE Shirdi & Com Paymode JTO Shirdi welcomed  Com K.Padmanaba Rao,Jt.Sec(S),CHQ  with beautiful bouquets on their visit along with his family to Shirdi on 14th Nov 2013.

   Com K.Padmanaba Rao,Jt.Sec(S),CHQ  discussed about the activities of the CHQ  discussed in the CWC meeting held at Patana;particularly the recent promotions on LDCE,DPC for JTO to SDE, SDE to DE Adhoc, DE to DGM and DE Adhoc to DE regular and appreciated the efforts of our GS & AGSs of Headquarter. He has also explained the key role played in getting the 78.2% DA merger issue getting resolved under the banner of JAC. We have thoroughly discussed about the latest development about JTO to SDE DPC,MT recruitments, Std. pay scale, CPSU hierarchy, Membership verification & DGM exam in detailed & also about the various court cases pending at the various courts. He also appreciated the efforts taken by our CS Com M.S.Adasul for growth & increase in membership of SNEA(I),MH Circle & resolved various development & HR issues of MH Circle. He was very much confident & well studied about the various issues pending & resolved by CHQ. 12 Nov 13:Highly successful Special General Body meeting of SNEA (I) Nashik.

The Special General Body meeting of SNEA (I) Nashik was held on 11/11/2013 at TRC Hall Canada Corner Nashik as per the notification issued by District Secretary SNEA (I) Nashik Com. S.A.Bhadane. This meeting was specially called for address of General Secretary CHQ Com K.Sabestin ji .  This meeting was presided over by D.P.Com.A.R.Akhade.

                 In response to Sp.GB arranged by Nasik SNEA (I) the meeting was addressed by,

  Com.K.Sabestinji addressed the huge gathering in his marathon speech about One & half  hours and elaborated the historic achievements achieved by JETA, TEOA (I)/BSNLEA and SNEA (I) for upliftment of the cadre since beginning from Gr.C to Gr.B and absorption in BSNL as Executive for specially JTO cadre and ultimately subsequent cadre upgradation after consistent struggle and persuasion.

                  Com.K.Sabestinji touched almost all the development issues for survival of the beloved company BSNL and reiterated the glorious period of the organization up to 2005. While after the abolish of 45.5 Millions Mobile Line tender,  the situation has been changed and down fall of BSNL started but we could have succeed to save up to 50% of the tender through consistent struggle and persuasion.      

          Com.K.Sabestinji has appealed to all executives to take hardship for betterment of our services and try our level best to improve QOS parameter to satisfy and maintain our customer base during this stiff competitive scenario. Then after all HR issues addressed in detail which are identified by CHQ.  i.e. 1) Finalization of standard pay scale E2/E3 for executives and its committee recommendation. 2) 30% superannuation benefit to BSNL recruited Executives. 3) Settlement of EPF issue. 4) CPSU cadre hierarchy. 3) One time placement/upgradation of officiating JTOs .5) All DPCs viz JTO to SDE,DE Adhoc to D.E.Regualar & D.E. to D.G.M.Adhoc. 6) efforts of our Assn for amendment in  MT RR. 7)Membership verification.8)Pay anomalies at various Executives cadres .               

                Com.M.S.Adasul Circle Secretary addressed the meeting briefed the house about all the current activities of SNEA (I) in Maharashtra and highlighted the important achievement as far as the development and HR issues are concerned.

2 Nov 13: BSNL CO issued stringent instructions in respect of executives who are refusing their promotions. This is direct attack on right of executives to refusal their promotions which was given at earlier stage. In normal course no officer will refuse his promotions and normally promotions are refused when officer is facing extra ordinary difficulties and only problem now these conditions will be decided by BSNL management. This action of BSNL CO to withdraw right of refusal will definitely create hardship to executives in future course of time. All comrades are requested to send their views on this issue to concerned DS, and on receipt of views from DS, SNEA(I) MH will decide Circle level strategy and if required will pursue for same at CHQ level also. 1 Nov 13: JTO to SDE promotion: The case at Hon CAT, Ernakulam is listed for 07.11.2013. Hon CAT in its interim order directed BSNL not to issue promotion orders without the permission of the court. Association already impleaded in the case, engaging senior lawyer and pleading for vacation of the interim direction.

31 Oct 13: SNEA (I) MH has received number of complaints about short payment in salary of Month Oct 2013 and it has been reported that salary of some of executives/employees is reduced ranging from hundreds to thousands which has caused hardship to staff and executives as it is period of Dipawali festival. We have taken up matter with competent authorities and found that this is due to some technical mistake in ERP system as this was first salary drawn through ERP. The problem is being taken care at high level and will be sorted out within 2-3 days. We appeal comrades not to be panic as this was first salary from ERP and this is technical issue being sorted out.

            The grievances about short payments for Oct 2013 are being taken care by special cell and all affected executives and staff can represent their grievances of short salary, if any, in detail in writing addressed to DGM (ERP) Mumbai and email copy directly to email ID ficoerpsalaryoct13@gmail.com  or send it by FAX on 022-26615078/ 26607306. Circle management has understood the real problem and decided to adjust short/excess payments in salary of Nov 2013 and we have requested for immediate supplementary payments in all cases of short payments & it has been assured that option for immediate supplementary payments if found technically feasible, will be implemented immediately to reduce hardship to employees and executives during festival season.   

30Oct 13:Meeting with GMT Nashik: The delegation of SNEA(I) Nasik comprising Com. M.B.Sangle, Jt.Sec (W) SNEA(I) CHQ, Com. S.V.Bhad, CP SNEA(I) MH Circle & DS SNEA(I) Nasik met Shri.Suresh Babu Prajapatiji GMT Nashik toady and other Officers viz. AGM(Admn) & SDE Staff of BSNL Nasik were present.

      The following prominent issues were discuss with GMT Nashik

I) Immediately allocation of Temp.Advances to the field Officers. This is very burning issue that since last one month due to transition phase of ERP & blackout period the Temp.Advances of field executives are not receiving & that naturally hampered the development activities of SSA. But in spite of this difficulty our Executives are expenses money from their pocket to avoid the interruption in the development work.

 II) To consider the long back pending request transfer of Com P.A.Nilakhe,DE(PPN & Manmad).

             In response to above issues GMT responded positively and assured that he will brought the issue of Temp.Advance issue to GM(F),Mumabi & will make provision of allocation of fund for the development.

28 Oct 13 :147 Seniority case at Hon. Supreme court:The MA filed for stay of Hon. Kerala High Court Judgement and a new SLP come up in the Hon.Supreme court today, but Hon.Court declined to grant any stay. The interim prayer for stay and SLP admission will be heard after the filing reply by opposite parties.

24Oct.2013:Sad demise of mother of Com D.K.Raut JTO (FTTH): Smt. Gumphabai Kashirao Raut ,80 year old  respected mother of Com D.K.Raut passed away on 24 th Oct 13 due to illness  at Nashik  & last rites will performed at Amardham(Dwarka  Side),Nashik at 19:30 hrs on today . SNEA[I] Nashik shares the grief of our Com D.K.Raut  & his family and prays almighty to offer peace to the departed soul.

23 Oct 13:The designated team of SNEA(I) MH comrades is leaving today for attending Central Working Committee (CWC) Meeting, which is scheduled for two days on 25 & 26 October 2013 at Patliputra Sports Complex, P.C. Colony, Kankarbagh, Patna, Bihar State, wherein association stand on various HR issues and development will be finalized for future course of action. SNEA(I),Nashik  best wishes to all Circle,CHQ office bearers for fruitful discussions & deliberation in the CWC meeting.

23 Oct 13:GS SNEA(I) CHQ  writes to DIR(HR), BSNL regarding implementation of first Time Bound Promotion uniformly after 4 years for all the Executives, instead of 4 to 6 years, to end discrimination of JTO/JAOs of recruitment years 1993, 1994, 1995, 1996, 1997, 1998 and 1999 with respect to later recruitment.         This was one of the important issues raised in our recent Circle Conference Goa and is part of resolutions passed by SNEA (I) MH comrades.

SAD & SHOCKING NEWS:  SNEA (I) Nashik deeply mourns on all of sudden heavenly exit of Shri A.S.Kulkarni, beloved AGM(Admn)Nashik. Comrades, it is panic day for Nashik SSA  as we have lost a great solider.  Shri Ashok Kulkarni  was working as AGM(Admn) Nashik since last two years. Shri A.S.Kulkarni was on official work at Mumbai today morning & on CST station he was collapsed due to massive heart attack; where he was admitted in the St.George hospital  for emergency treatment but very unfortunately it did not yield positive results and he passed away in the hospital in the morning about 11:00 hours of 22/10/2013.

Sudden exit of Shri A.S.Kulkarni  at age of just 59 years has shocked all comrades and it is deep loss to his bereaved family. His exits has created big vacuum in Nashik and is irrecoverable loss to entire BSNL Nashik. Also BSNL lost its very active, sincere and dedicated Officer. Shri A.S.Kulkarni was known for his pleasant & friendly appearance and he was loved by one and all. He has large friend Circle throughout BSNL. He has very active role in administrative activities and his contribution , dedication & positive attitude cannot be expressed in words. SNEA (I) Nashik prays almighty to give courage to family members of late A.S.Kulkarni to come out of this life time crises and prays for heavenly space and peace for departed soul .

The last rites of Shri A.S.Kulkarni will be performed tomorrow(23/10/2013) morning at 07:00am from his house at Gangapur road to Amardham(Dwarka Side),Nashik.

21 Oct 13:Grand Feliciation of Succesful passed LICE acndiadates in  Ex.Body Meeting of SNEA(I),Nashik:

The Ex.Body meeting of SNEA (I) Nashik was held on 21/10/2013 at TRC Hall Canada Corner Nashik as per the notification issued by District Secretary SNEA (I) Nashik Com. S.A.Bhadane. This meeting was specially called for felicitation of successful  passed LICE exam  TTA/Sr.TOA in the Deptt. Competitive exam from TTA to JTO  .  This meeting was presided over by D.P.Com.A.R.Akhade.

M.B.Sangle JS SNEA (I) CHQ and especially on behalf of ITPC comrades Com. Rahul Wargad, DS ITPC welcomed Shri. R.K.Upadhyay and Com. S.V.Bhad CP & Com. B.S. Sonawane DS Pune welcomed Shri. N.K. Gupta Director CFA BSNL Board. On behalf of thousands of Comrades of SNEA(I) MH, we conveyed sincere thanks to CMD BSNL for his special efforts in granting 78.2 % IDA Merger, removing adhocism in DE promotions and taking  BSNL to positive direction by arresting negative growth to certain extent.

           Even though Shri. R.K.Upadhyay, CMD, was having full day hectic schedule, he was in very pleasant mood while meeting SNEA (I) Delegation. While accepting thanks of delegation, Shri. Upadhyay expressed that he want to share more with employees by paying HRA and allowances to all BSNL employees on basis of 78.2 % IDA Merger which he is unable to pay at this stage. He specifically mentioned that when company earns profit, the first right on this profit is of the employees of company and hence you all deserve it. By elaborating efforts taken by BSNL management for growth and overall development of BSNL, he appealed that all should take sincere and united efforts to achieve the targets of BSNL and to maximise the revenue of BSNL.

           We conveyed CMD that we also want to join hands with management and ready to support each and every step by management for development of BSNL, the only we want is adequate material in the field units which we are not having even for day to day maintenance works. Shri. Upadhyay agreed that there is scarcity of the material in the field units as there are certain issues in providing material as required by field units and his office is taking efforts to meet all such short comings and shortly we will be able to overcome this shortage.

           With specific issue of Maharashtra, we specially brought to his notice the critical issues of augmentation of SGGN & GGSN at Nodal Centre Pune and problems faced by executives as well as customers in entire zone, and immediate need of nine lakhs lines equipments for Maharashtra Circle.           Shri. Upadhyay, informed that he is aware of these issues and informed that as immediate steps he has instructed to divert the present heavy traffic of 3G Data to some of south Circles which will give some relief to customers in West Zone and the permanent solution for same is procurement of equipment for augmentation of SGSN/GGSN and for that tenders has been finalised and certain issues which are pending will be taken care and equipments will be made available very shortly.    

            While continuing tempo of positive discussions, we had submitted him detail representation wherein we have consolidated the Development & HRs issues in details. With a look at detail representation and its contents, Shri. Upadhyay assured that he will go through this representation and assured that each and every point will be given due consideration including prominent HR issues raised by SNEA(I) Maharashtra and appealed us to concentrate on revenue and growth of BSNL.

            In response to his appeal, we assured him that we are bound by assurance of Shri. A.V.Kulkarni, CGMT MH Circle to show positive revenue for Maharashtra Circle before his retirement and only we need is the stores in field units. We also requested him to give more exposure to the BSNL executives in important works by their direct involvement like installation of new equipments which are now in hands of vendors and is the main reason for poor quality of services and Maharashtra Comrades are ready to take such responsibility to provide quality services to BSNL customers. We also raised issues of ITPC Pune and more involvement of ITPC executives instead of vendor’s representatives.  

           The meeting which lasted for more than 20 minutes concluded with assurance of Shri. N.K.Gupta Director CFA, to have collective efforts for retention of glorious history of BSNL and management is bound to take care of issues of employees in positive manner. We also conveyed for sparing time in granting meeting to us and detail discussions on prominent issues raised by SNEA (I) MH.

03Oct 2013: Hats off!! to team of FTTH,EB,Broadband & PCM : The team of FTTH,Broadband & PCM under DGM (IT&EB) has taken continuous & tireless day night  efforts for successfully provision 03 nos. of FTTH connections to K.K.Wagh College of Engineering on  30th Sept 2013 . Under the dynamic leadership & consistent efforts of our SNEA(I) member Com D.K.Raut along with the team of PCM had taken overnight effort to provide  FTTH connection to highly potential customer KK Wagh COE as per their condition to provide high value plan FTTH  before starting the online examination of Engineering students. This challenge was accepted by EB team & Com P.M.Barve  under dynamic leadership of our CP Com S.V.Bhad & promised KK Wagh COE administraion to provide the FTTH connections within their dead line. This task was very challenging & our field executives have lots of constraints of shortage of Material & manpower but certainly by considering the potential of business & to keep association with such giant  customer our executives were firm on the stand that why not grab such opportunity on the eve BSNL day.At last Com M.H.Kalkar acting C.O.CC has fascinatingly create Advice Note in DOTSOFT within 1 hour to provide connections

  Accordingly our executives tried their level best & provided FTTH connection before  the deadline given by college. 03Oct 2013: Hats off!! to team of LC,EB,OCB &DECC : The team of Lease Ckt,EB,OCB & Ext. plant CC under Add GM(CFA-II)& DGM (IT&EB) has taken one day/night  efforts for successfully provision of ISDN PRI to ICICI bank at Nashik on  BSNL day .After getting challenge & certain threats from our premium customer ICICI bank that to provide one ISDN PRI to bank within 24 hrs otherwise we will surrender the working BSNL connections. This was the biggest challenge to the BSNL as largest public sector telecom company who is passing through very crucial phase & financial crunch ,in such condition & when the business was  the knocking the door  ,how our executives will be remain  silent?  In such battlefield situation & under the dynamic leadership of our CP Com S.V.Bhad, Com R.P.Gujrathi SDE EB booked the ISDN PRI ckt at evening 17:30 hrs  & consistent efforts of Com N.G.Nikam & acting C.O.CC Com M.H.kalkar issued advice note at 18:30 hrs while Com S.N.Medhane SDE LC along with Com S.B.Patil SDE OCB created ckt in OCB &  finally the loop was kept ready by the team of Com N.G.Nikam SDE(E-I) CC ;the ISDN PRI was provided to ICICI bank at 21:00 hrs.

  Accordingly our executives tried their level best & provided ISDN PRI connection before  the deadline given by bank. CP Com S.V.Bhad Com R.P.Gujrathi SDE EB , acting C.O.CC Com M.H.kalkar,Com S.N.Medhane SDE LC & Com N.G.Nikam SDE(E-I) CC has taken pains trucking efforts to show once again that Nashik SSA is always ahead in development & to accept the challenges for betterment & development of BSNL.

1 Oct 13: ITS case at Hon PCAT, New Delhi: The case listed for hearing today. The court raised some doubts to BSNL/DoT lawyers whether any case related to the same matter has been heard recently or not in PCAT and directed the BSNL lawyer to submit the details of such cases as Hon. court desired to take a common view on the cases. The court also directed to modify the prayer in the OA such that it should be different from the same in the contempt petition. On our lawyers plea, Hon court allowed to give a direct copy of the modified prayer to the respondents and directed to list the case as soon as the modified prayer is submitted.

28 Sep 13: BSNL CO clarifies that date of any functional promotion should be considered while granting Time Bound Promotions (TBP) to executives regardless of his/her joining date on his functional/ post based promotion and once orders for post based promotions are issued before schedule of TBP, the concerned executive will not be eligible for TBP in said cadre. It has been further instructed to review all such TBPs granted in past. Order <<<>>>

The Special General Body meeting of SNEA (I) Nashik was held on 25/9/2013 at TRC Hall Canada Corner Nashik as per the notification issued by District Secretary SNEA (I) Nashik Com. S.A.Bhadane.                 Com.M.S.Adasul Circle Secretary addressed the meeting and expresses his feelings and gratitude for extending unconditional support of all D.S including strong support of D.S.Nasik for electing him consecutively for making the hattric in unanimous election in the Circle Conference. He appriciated the delibration of D.S.Nasik Com.S.A.Bhadane in the Circle Conference and also shared his experience working with senior leaders Com. He appreciated the task performed by circle secretary in last two terms and special efforts taken by SNEA(I) MH for addressing the grievances of members and resolution for the same. 24 Sep 13: Contradiction on Merger of Civil/Elect Wing and continuation of separate Account wing: In two separate and different orders issued by DGM (ERP) and DGM (CA) Mumbai the contradiction is created in separate functioning of Account wing for Elect & Civil wing. DGM (ERP) Mumbai in his letter dated 21/09/2013 ordered that Account Officers will continue to work in Civil /Electrical Divisions and DGM (CA) Mumbai in his letter dated same i.e. 21/09/2013 has informed that there shall be no separate accounting unit for Civil/Elect units in BSNL.

21 Sep 13:  Update on EPF issue :  The pending EPF data of year 2010-11  has been sent by BSNL to EPF authorities from Bandra Mumbai and same is being checked for its correctness by EPF authorities and will be processed and uploaded on server of EPF Mumbai within weeks period. After this process & if nothing goes wrong each and every EPF holder from BSNL will be able to check for online the accountability of his/her hard earned Money.

           With this major issue of accountability of EPF money will be settled and the only issue remaining is settlement of multiple EPF accounts due transfers of officers from one SSA to another SSA/Circle. All such comrades, who are still having multiple EPF accounts are requested to confirm from regional EPF office about transfer of their EPF data to EPF Mumbai and if it is sent then please get details and send it to AO (EPF) through SSA EPF Nodal Officer or to DS SNEA (I) concerned, SNEA(I),MH  will definitely take up such matters with EPF Mumbai and make it single EPF account with updated EPF amount.

21 Sep 13: BSNL CO issued new organizational structure for successful and timely implementation of ERP Project by creating three level system under overall control of CGM ITPC Pune viz, National ERP Implementation Unit, Master Data Management Team, and Circle ERP implementation Unit. 18 Sep 13: Meeting with Sri A. N. Rai, DIR (HR): GS, President and AGS Com V M Wankhede met DIR (HR) and discussed the following issues:

a)      Standard pay scales of E2, E3 etc for JTO/JAOs, SDE/AOs etc: In continuation of the meeting with DIR (F) on 06.09.13 and DIR (HR) on 10.09.13, Assn again requested DIR (HR) to expedite the resolution of the issue. Membership verification among Executives’ Associations: Assn discussed various provisions of the draft proposal and proposed changes as suggested by the Assn to the committee. Assn also requested to complete the verification process expeditiously.

b)     JTO (T) to SDE (T) promotion under seniority quota: Assn pointed out the huge stagnation in the JTO cadre and requested to expedite the DPC work.

c)      Promotion to DE (Regular): The DE Reg promotion DPC is going on and requested to expedite the same. Also we requested to retain Sr GM (Pers) who is posted as CGM/NTP for another 15 days till the DPC is completed. DIR (HR) assured that Sr GM (P) will be retained up to 05th October, by that time the DPC has to be completed.

d)     Declaration of result for the LICE from TTA to JTO and starting trg for the qualified candidates, consideration of the pending Rule 8 cases: Assn requested to direct all the CGMs to expedite the declaration of the results and make necessary arrangements for immediately starting the training. Large no of Rule 8 cases are pending in different Circles including North east and tenure Circles and requested to consider the cases when TTAs are joining as JTOs. Assn also requested to discuss this item in the Head of Circles meeting, this month. 

18 Sep 13: Meeting with Sri A. K. Jain, Sr GM (Pers): GS, President and AGS Com V M Wankhede met Sr GM (P) and discussed the following issues:

a)    Extending standard pay scales of E2, E3 etc for JTO/JAO, SDE/AO etc: In continuation of the meeting with DIR (F) on 06.09.13 and DIR (HR) on 10.09.13, we discussed the issue with Sr GM (P) to build a positive opinion among the committee members as he is one of the committee member from official side.

b)    Completion of DE (Regular) DPC: Sr GM assured to expedite the DPC work.

2 Sep 13:Pre CC CEC Meeting Goa: Pre Circle Conference Circle Executive Committee (CEC) Meeting of SNEA(I) Maharashtra was held at “Black Box” Ravindra Bhavan, Madgaon, Goa on 01/09/2013 from 1600 Hrs in eve of proposed Fifth Circle Conference, Goa. The meeting was attended by all District Secretaries, CEC Members, CWC Members, Circle Office Bearers and SNEA (I) CHQ Office Bearers.

·    Com. S.V.Bhad, CP, presided over the meeting and Com. A. R. Manani, Vice President, Com. V. M. Wankhade, Asst General Secretary & Com. M. B. Sangle, Joint Secretary (W) graced the Meeting by their auspicious prescience.

·    The meeting started with welcome of the CHQ Office Bearers, Two minute silence in memory of departed souls, self introduction.

·    In his welcome speech Com. S.A. Aga, DS SNEA (I) Goa gave warm welcome to CHQ Office Bearers, Circle Office Bearers, CWC/CEC Members present in the meeting.

The Special General Body meeting of SNEA (I) Nashik was held on 28/8/2013 at TRC Hall Canada Corner Nashik as per the notification issued by District Secretary SNEA (I) Nashik Com. S.A.Bhadane.

Zole JAO and all dignitaries on dais. The prime attraction of the meeting was the presence of beloved CHQ President Com.G.L.Jogiji and felicitated by Com. M.B.Sangle CHQ Jt.Secretary (W) with offering a beautiful flower bouquet, shawl and memento as a token of love from SNEA (I) Nashik.

                Com.M.S.Adsul Circle Secretary addressed the meeting and he briefed the house about all the current activities of SNEA (I) in Maharashtra and highlighted the important achievement as far as the development and HR issues are concerned.

                 Com.S.V.Bhad Circle President has addressed the house about the activities being performed by SNEA (I) Nashik and MH and pointed out some pending important HR issues and impressed upon its resolution at CHQ.

                  Com.M.B.Sangle Jt.Secretary(W) CHQ in his address has covered almost all HR issues which are identified by  CHQ mainly finalization of Standard Pay Scales E2-E3 to overcome pay anomalies, 30% superannuation benefit to BSNL recruited Executives, settlement of EPF issues , CPSU cadre hierarchy, pay anomalies etc. and requested to CHQ  president   to  elaborate these issues in detail and  assured to the house that CHQ is committed for  its resolution.

                  Com. A.R.Manani VP CHQ, In his address appreciated the working of SNEA (I) Nashik in all front and made aware the house about the current development & HR issues being pursued by SNEA (I) CHQ. He appraised house about the status of different DPCs, shortage of materials to meet day to day field problems.  He requested all the members to concentrate on the improvement of telecom services & leave the settlement of HR issues to CHQ.       

                  Com.Nitin Mahajanji addressed the house in his unique style and expressed his feelings and emphasized the need of joining the association for resolution of legitimate rights. The genuine demands of absorbed ITS officers which are presently ignored by the management are to be resolved and requested Com.G.L.Jogiji to raise the issues of absorbed ITS officers. He added that SNEA (I) only the association and wider platform through which we can met our carrier prospectus and also he assured that shortly more absorbed ITS officers will also join SNEA (I) pariwar. He shared his experienced about working culture in BSNL.

                Com.G.L.Jogiji addressed the huge gathering in his marathon speech about two hours and elaborated the historic achievements achieved by JETA, TEOA (I)/BSNLEA and SNEA (I) for upliftment of the cadre since beginning from Gr.C to Gr.B and absorption in BSNL as Executive for specially JTO cadre and ultimately subsequent cadre upgradation after consistent struggle and persuasion.

                  Com.G.L.Jogiji touched almost all the development issues for survival of the beloved company BSNL and reiterated the glorious period of the organization up to 2005. While after the abolish of 45.5 Millions Mobile Line tender,  the situation has been changed and down fall of BSNL started but we could have succeed to save up to 50% of the tender through consistent struggle and persuasion.      

         Com.G.L.Jogiji has appealed to all executives to take hardship for betterment of our services and try our level best to improve QOS parameter to satisfy and maintain our customer base during this stiff competitive scenario. Then after all HR issues addressed in detail which are identified by CHQ.  i.e. 1) Finalization of standard pay scale E2/E3 for executives and its committee recommendation. 2) 30% superannuation benefit to BSNL recruited Executives. 3) Settlement of EPF issue. 4) CPSU cadre hierarchy. 3) One time placement/upgradation of officiating JTOs .5) All DPCs. 6) efforts of our Assn for amendment in  MT RR.

       All the queries raised by the members are satisfactorily replied by the Com.G.L.Jogiji. Vote of thanks delivered by Com.G.G.Borse DT SNEA (I) Nashik and  after National Anthem sing by Com S.V.Deore meeting was concluded. 20 Aug 13: GS writes to CMD for an urgent meeting to discuss long pending unresolved issues whose non resolution has evoked strong and widespread resentment and agitation among the members of our Association throughout country.

a.     Standard pay scales of E2, E3, etc for JTO/JAOs, SDE/AOs etc up to Selection Grade JAG replacing the pre-revised scale of E1A, E2A etc. JTO/JAOs recruited after 01.01.2007 face huge difference in pay with respect to JTO/JAOs recruited prior to 01.01.2007 who got 30% fitment with 78.2% IDA neutralization.

b.    Time Bound Functional promotion from JTO/JAO to Selection Grade JAG clearly specified in the terms and conditions of absorption in BSNL after negotiated settlement with this Association at the time of absorption. First Time Bound promotion uniformly after 4 years since 01.10.2000 for all the Executives.

c.      30% superannuation benefits to the BSNL recruited employees as per the agreement between Forum of BSNL Unions/Associations and BSNL Mgt on 12.06.2012.

d.    Promotion from JTO to SDE under 67% quota for the vacancy years 2009-10, 2011-12, 2012-13 and 2013-14 (as on today) considering the huge stagnation in the cadre of JTOs. Notification and holding of LDCE from JTO to SDE against 33% quota for the vacancy years 2010-11, 2011-12 and 2012-13.

e.     Filling up of 80% of STS posts on regular basis in all streams to end unwarranted adhocism - Appropriate amendment in BSNL MS RRs. Action to fill up the remaining DGM posts.

f.       Settlement of EPF related issues like option for "Maximum pension" instead of "Minimum pension" and Centralised EPF payment etc.

g.    Settlement of long pending pay anomalies like

¨     Antedating

¨     Pay protection for the increments drawn during officiating promotion till the implementation of TBP policy and Senior drawing less pay than Junior after promotions and

¨     DNI option on Adhoc promotions from a lower scale to a higher scale.

h.    Immediate recruitment of MTs from among Intl candidates till the implementation of Time Bound Functional promotion.

7 Aug 13: Meeting with GM(SR):GS, CHQ President and both the AGSs at HQs met GM(SR) on 05.08.2013 and held discussions on immediate holding of Committee meetings to resolve the issues of E2, E3 standard pay scales and implementation of Time Bound functional promotion or CPSU cadre hierarchy as per the terms and conditions of absorption. Association pointed out that the joint committee comprising of senior officers of BSNL management and the GSs of the United Forum has been constituted more than 18 months back but no progress has been made on these issues because of total lack of interest on part of officers of the management in the joint committee. This has created considerable resentment among the Executives, especially the JTO/JAOs recruited after 01.01.2007.

GM (SR) informed that BSNL Management is sincerely trying to resolve the issues one after other on priority basis and resolution of these two issues requires lot of deliberations and that is the reason, the Joint Committee has been constituted. Management is trying to hold the meeting of the joint committee at the earliest and is very keen to resolve the issues in a time bound manner. We pleaded for very quick resolution of these issues.

 

7 Aug 13: Regularization of officiating JTOs:CHQ President, AGSs Com ArvindDahiya and Com V M Wankhade met Sri R. K. Goyal, GM(Estt) on 05.08.2013 and held detailed discussions on regularization of officiating JTOs. Association strongly pleaded for their regularization on a one time measure as the contempt petition at Hon ChandigarghHigh Court was dropped some days back. After detailed discussions GM(Estt) assured that very positive action would be taken after taking legal opinion on the issue. Association strongly pleaded for quick resolution of this highly justified issue. GS could not attend the meeting as he left for Kolkatta in the A/N to attend the WB State Branch Conference.

Association has been consistently pleading for the regularization of the officiating JTOs since 2004 by one time up gradation as per the decision of the CWC at Ludhiana.

 

7 Aug 13:CS, CP and CHQ Office bearers meeting at YMCA Hall, New Delhi on 02.08.2013: All the Circles except AS, NE II and JKD attended the meeting. After Presidential address GS briefed about the developments having taken place during the intervening period after the CWC meeting at Chennai in Jan 2013. The meeting deliberated on the following issues:

a.     Issues related to our young comrades like E2, E3 pay scales, 30% superannuation, EPF related issues and CPSU cadre hierarchy etc.

i)         E2, E3 etc pay scales for JTO/JAO, SDE/AO etc and equivalent cadres is an issue that Assn. has been pursuing since 2009 consequent upon implementation of 2nd PRC report. Another important issue related to pay revision, the 78.2% IDA fitment, was resolved through continuous struggle for the last four years by the Forum. After the implementation of 78.2% IDA fitment, the demand for standard pay scales of E2, E3 has become more and more justified and relevant since the difference in basic pay has increased from Rs 2600 to Rs 3800 for a newly recruited JTO. All the CSs opined that this issue has to be resolved on topmost priority as decided in our last AIC and Assn. should go for strong trade union action if the issue is not resolved shortly though mutual discussions. Serious ground level preparations at the grass root should start immediately.

ii)      30% superannuation benefit to BSNL recruited employees: Assn will submit its response to the committee report within a few days. Further Assn will be interacting with other Unions/Assns in the Forum to have a common strategy on this issue.

iii)   Govt. pension for the BSNL absorbed was finalized prior to the Corportization and the gazette notification in this respect was issued on 30th Sept 2000 introducing Rule 37A in pension rules. In case of MTNL, it was finalized well before this as MTNL was formed since 1984. The pay scales of executives of BSNL and MTNL were settled after intense struggle under the banner of Executive Negotiating Council (ENC) comprising of TEOA, BSNLEA and MTNL EA. Later on TEOA and BSNLEA merged together and formed SNEA (I). No discussion or negotiation on pension was required at that point as the pension issue was settled for all the employees prior to formation of BSNL. None other than TEOA and BSNLEA participated in the agitation for the pay scales and terms and condition for absorption in BSNL.

iv)   EPF related issues: The most important issue faced by the BSNL recruited employees was the payment of EPF contribution on actual emoluments (Basic+IDA) instead of the maximum ceiling of Rs. 6500.  Since 2001, BSNL Mgmt was paying a fixed amount ofRs. 780 (12% of Rs. 6500) per month towards EPF contribution for all the employees irrespective of their emoluments. After 3 years of continuous pursuation by SNEA (I) alone, this issue has been resolved and BSNL Mgmt. issued orders in 2005 to pay the EPF subscription on actual emoluments without any ceiling or restriction of Rs.6500. Resolution of this issue not only benefited the Executives, but also the Non Executives recruited by BSNL.

v)      Now remaining EPF related issues has to be pursued like a) maximum pension option in which pension is even better than Govt pension, b) centralised EPF payment and c) EPF statements. Assn is even exploring the possibility of approaching the Hon Court against the EPF authorities for getting an opportunity to exercise option for maximum pension. By default, the option is given as minimum pension for all the BSNL employees as none of them are aware of the fact that they have to exercise the option at the initial stage itself. In minimum pension option, a nominal amount is credited towards pension head and the remaining amount of the contribution is credited towards savings.

b.    The promotion from JTO to SDE, SDE to DE (Adhoc/Regular) and DE to DGM. The DE (Adhoc) to DE (Reg) DPC is in progress.

c.      JTO to SDE promotion under seniority quota: The ACRs from few Circles like AP, AS, JKD, WTP etc are pending. Assn is trying to complete the DPC at the earliest in order to issue the promotion orders for the vacancies up to 2011-12 for which ACRs are called for.

d.    JTO to SDE promotion under LDCE quota: Efforts are being taken to notify the next LDCE at the earliest.

e.     Membership verification among Executives Associations: The BSNL Mgmt. has formed a committee to frame rules and regulations and the modalities for membership verification. The committee held two rounds of meeting. All the Circle /SSA/Branches must hold the conferences where ever it is due and get ready for membership verification.

29 July 13: Call by SNEA(I) CHQ: Repeat History of 1986 glorious struggle that uplifted the cadre of erstwhile JE to JTO and brought it pristine glory – Don’t let lose that glory by allowing BSNL Management/ Bureaucracy in DOT to denigrate cadre of JTO/SDE.

Get fully ready and gear up organizationally for sustained struggle to:

A) Restore lost glory of cadre of JTO/SDE. E2 and E3 are the only standard IDA scales that JTOs/SDEs of BSNL are legitimately and justly entitled to and qualified for, and

B) Implement time tested and foolproof cadre hierarchy mechanism of career growth of executives in CPSUs.

Senior Comrades of the organization will easily recapitulate the historical struggle of 1986 that uplifted the cadre of erstwhile JE which was in the pay scale of 425-700 to JTO and brought it pristine glory. That glorious struggle paved the way for all future struggles that were launched thereafter and further consolidated the position of JTO cadre. Another historical breakthrough for the cadre of JTOs/SDEs came in a big way in 1996 entirely because of the then Association of JTOs i.e. JTOA (I) when JTO was further upgraded to 6500-10500 and conferred Group B gazetted status. This historical milestone alone facilitated absorption of cadre of JTOs as executives in BSNL, besides enabling TES Group B to be placed in the scale of 7500-12000.

Glorious struggle of 1986 did not bring any monetary benefit to Senior Comrades but uplifted the cadre in a big way and resulted in unprecedented monetary benefits to young Comrades. But there was no regret from the seniors who spearheaded the struggle with deep rooted conviction and finally steered it to great depths of victory. The launching pad of that historical struggle was the then JETA(I) which got transformed to JTOA(I) consequent upon change of designation from JE to JTO along with upgradation of pay scale.

From then onwards till now, we never looked back and continued our march with determination to help us consolidate our career growth in one way or the other. From the platform of the then JTOA(I), in 1990, when the functional stagnation of JTO reached unimaginable magnitude of 20 years, we struggled and succeeded for the first time in Govt. of India to get lateral advancement to the scale of TES Group B after 12 years so as to get some career growth relief.

This was followed by truly historical milestone in 1996 when cadre of JTO was further upgraded to 6500-10500 and conferred Group B gazetted status by Vth CPC. This was entirely because of intense and unprecedented persuasion and extraordinary ground work of the then JTOA (I) leadership. This remarkable breakthrough alone facilitated absorption of JTOs as executives in BSNL. 

Having uplifted the cadre of JTO/SDE (from 425-700 to present status) to such levels through continuous struggles, should we now allow BSNL Management to let lose our glory by demoting and denigrating the cadre of JTOs/SDEs and inflicting irreparable and irreversible damage on us? We should rise up in arms to defeat this diabolical move of DOT bureaucracy and BSNL Management. Can we afford a situation where 3rd PRC, due in 2017 is forced to place JTOs/SDEs in equivalent of existing standard E1 and E2 pay scales? No, never, not by any stretch of imagination. The only way out is to get ready for a protracted countrywide struggle to secure and safeguard our prestige and existing by forcing management to extend standard E2 and E3 IDA scales to JTOs/SDEs. This is the only way out. Get ready for this yet another struggle to defeat the ulterior motive of BSNL management to demote and humiliate us.

Similarly, on the crucial issue of ensuring our uninterrupted career growth, based on performance and free from the hassles of seniority that has virtually frozen our functional career growth, there is no other alternative but to introduce time tested and foolproof mechanism of cadre hierarch being very successfully implemented by all progressive CPSUs. Introducing this innovative HR mechanism will enormously help Company to grow since career growth would be linked to performance and would also be in conformity with the terms and conditions of our absorption which clearly envisage that a JTO will get promotion up to SG/JAG on time bound basis, between 4-6 years, regardless of the availability of posts which would be needed only after SAG onwards.

Diabolical designs of BSNL Management are clearly visible from the highly irresponsible and pathetic manner in which the committee that was constituted more than 20 months before by the competent authority to deliberate extensively on these twin crucial issues conducted, conveying very clear and loud message that BSNL Management is not at all interested in resolution of these key issues. To say the least, the way committee conducted in despicable manner deserves strongest condemnation.

Comrades, start making serious organizational preparation for what could be yet another historical and protracted struggle to safeguard and restore the dignity of the cadre of JTOs/SDEs. And, let seniors take big lead, the way they did in 1986, to spearhead and steer this struggle to victory

20 July 13: 30% Super annuation benefit to BSNL Recruited employees: As per the agreement reached between Forum of BSNL Unions/Associations with the BSNL Mgt on 12.06.2012, a committee has been constituted to study the issue and make necessary recommendation.  The committee has made its recommendations that "at the initial stage, the company may contribute @ 2%of basic Pay + DA on monthly basis and the employees may also be allowed to contribute monthly at a higher rate of Basic Pay + DA subject to a minimum of equal contribution given by the company w.e.f. the date of approval by the Administrative Ministry". 20 July 13: Clarification on Higher Rate Pension Contribution by BSNL Executives/Employees: BSNL CO issued clarification on deduction of Pension Contribution under EPS Scheme 1995 wherein it has been clarified that executives/employees  who have opted for higher rate pension contribution at joining time will continue to do so, but who have not opted for higher rate pension contribution will continue to pay pension contribution based on statutory limit of Rs. 6500.00 which is default option for all employees and hence forth option for pension contribution at higher rate will be given to all BSNL employees being recruited in future.  Letter  <<<>>>

20 July 13: Entry Level Training for left out JTO (Civil):ALTTC, Ghaziabad is going to conduct the last batch of Entry Level Training course for all left out JTO (Civil) from05/08/2013 to 11/10/2013. Since this is the last chance, the JTOs who have not attended the Induction training are requested to attend the same without fail.This case was all along pursued by the SNEA(I) at all levels. Efforts are on the way by our CHQ to get exemption for the SDEs who have not attended the ELT as JTO.  <<<>>>

19 July 13: Decisions taken in the meeting of the Forum of BSNL Unions/Associations held on 17th July 2013:

A meeting of the Forum of BSNL Unions/Associations was held on 17th July 2013 at New Delhi. After detailed discussions, the following decisions were taken:

1. All India convention on 3rd August 2013 at New Delhi on revival of BSNL: Senior Trade Union leaders who are also Members of parliament have been invited to address the convention.

2. Protest against FDI increase in Telecom and Defence sector: The meeting expressed its strong protest against the government’s decision to increase the FDI in telecom sector from 74% to 100% and defence sector from 26% to 49%. These are two sectors connected with national security and the present decision compromises security concerns of the nation. The unlimited flow of funds through FDI to private companies will adversely affect the growth and survival of BSNL and MTNL. The Forum decided to organise Badge wearing and Demonstration on 25th July protesting against the decision to increase FDI in Telecom and defence sectors and demanding that the decision be dropped forthwith.

3. 78.2% IDA pay fixation and connected issues: Though the order for payment of 78.2% IDA pay fixation has been issued for the serving employees, the following issues remains unsettled.

a) Orders for pre-2007 and post - 2007 pensioners are yet to be issued.

b) The PO issued by DoT has to be modified with respect to payment of arrears.

c) Many allowances are granted at 68.8% IDA only, though the agreement between the BSNL Management and Forum did not have such a condition.

All these issues are to be taken with the management. A meeting may be arranged with the CMD, preferably this week itself.

4. 30% superannuation benefit to BSNL recruited employees: As per the agreement reached between the Forum and Management on 12.06.2012, a committee has been formed to study the issue in its totality. The committee has submitted its report and now BSNL asked views from the Unions/Associations on the issue. Forum decided to give a common reply after further discussions on the subject.

5. Forum protested the decision to Grant allowances to the ITS officers alone and decided to demand the same for Executives and Non-executives as in the case of ITS officers.

The Hon HC dropped proceedings as BSNL conducted the LICE from TTA to JTO. Association will be pursuing the regularization of the officiating JTOs as one time measure as the contempt is dropped.

17 July 13: Status of court Case on ITS deployment in BSNL: The case came for hearing in Hon Principle Bench CAT New Delhi in the OA. No. 1283/2013 today on ITS deployment in BSNL/MTNL. The respondents no 2 & 3, i.e. BSNL and ITSA pleaded for more time to file the counter reply. The Hon Court given a last opportunity to the respondents to file the reply if any and posted for hearing on 18 Sept 2013. However, we are exploring the possibility of filling MA for early hearing.

13 July 13: AGM (Estt) Mumbai issued Second reminder to SSA Heads for sending VCs/SRs/APRs for TTA to JTO officiating promotions. The officiating Spell of these JTOs is over on 09/07/2013 and as per first letters all these reports were called latest by 27/06/2013. First reminder was issued on 03/07/2013. But it is unfortunate that out of total 164 cases till reports are not received in 38 cases and even if same are not received in prescribed format. This is how our own executives are spoiling carrier of other executives as these are the routine reports being called every six months and there is nothing new and such undue delay is causing frustration in the minds of the executives waiting for their Offg JTO promotions. All DS concerned are requested to look into matter and see that  VCs/SRs/APRs in all 38 cases are sent to Circle Office Mumbai without further delay so that JTO Offg promotions can be issued by end of next week. 9 July 2013:Massive Lunch hour demonstration by Forum of BSNL Unions & Associations: As per the call given by CHQ the massive lunch hour demonstration for opposing the increase of FDI from 74% to 100% in Telecom sector and also extending support and solidarity to the NLC workers on strike from 03-07-13 against the disinvestment of Neyveli Lignite corporation was organized by the  Forum of BSNL All Unions and Association of Nashik  at  Sanchar Bhavan under the leadership of JAC Convener Com S.A.Bhadane. 10 July 2013: Powers for transfer of Executives from TD to Mobile & vice a versa are now delegated to concerned SSA Heads:  Maharashtra Circle issued orders for delegating powers for within SSA transfers of executives from Mobile to TD and vice versa to concerned SSA Head and hence forth proposals of transfer from TD to Mobile and vice versa within SSA will be approved by SSA Heads and no need to send it to Circle Office for its approval. SNEA (I) Maharashtra has raised this issue with Circle management and we had series of discussions on this subject and finally the matter is resolved with positive stand taken by Shri. .3 July 2013:  GS SNEA (I) CHQ clarifies on queries regarding fraction marks in LDCE like 172.03, 142.92 that as per the direction of Hon PCAT, BSNL revaluated both Paper I & II. In Paper I, the total mark is 99 after deleting one question and in Paper II, the marks are 100, 97, 96 etc for different subjects. Recruitment Cell made the marks out of 100 for all the subjects.

2 July 2013: SNEA (I) Nashik Congratulates all 119 executives who are promoted from DEs to DGM Adhoc after prolonged wait of years together due to different court matters. After final order in pending court case at Hon High Court of Kerala which is issued on 01/07/2013 the promotion orders the promotion orders are issued within a day i.e. 02/07/2013. This proves that nothing is impossible for BSNL if there is will power to go ahead. With this some posts out of hundreds of vacant post of DGMs will be filled up and matter will be pursued further by SNEA(I) CHQ  for filling remaining vacant post of DGMs. Order <<<>>> 

2 July 2013: SNEA(I) Nashik Congratulate all 2629 JTOs who are successful in JTO to SDE LDCE for which revised  results are declared by BSNL as per order by Hon. PBCAT New Delhi. Fortunately as per this revised results 22 new candidates are successful and declared pass on revision of the results and it is unfortunate that 119 candidates who were declared successful are now declared as unsuccessful creating panic for them. This happened due to different court matters and it will be interesting know that candidates who have approached the court are benefitted or not after their one year litigation on this matter. The final outcome of this court matter is that the total number of successful candidates has reduced by 97 numbers and this is eye opener for all those who are always trying to approach the different courts and trying to stay the process of promotions with fowl cry of injustice to these individuals and creating problems for mass. In absence of the court matters by now the LDCE for other years would have conducted giving opportunity to others including unsuccessful candidates in earlier attempts and giving path for filling about 4000 vacant posts of SDEs in BSNL. Thus the earlier results declared on 04/07/2012 are cancelled by BSNL CO and it has further asked for representations on this revised list latest by 15/07/2013. 2 July 2013: All the writ appeals filed by the 147 SDEs in the Hon Kerala High Court dismissed. The LDCE examination was held for the vacancy years from 1994-95, 1995-96 and 01-04-96 to 22.07.96 and seniority also allotted for these vacancy years. Later on their seniority revised and assigned seniority from 1989 onwards, for which no LDCE was conducted. This has been challenged by the original application filed in the CAT along with the eligibility to appear in the LDCE. The Hon CAT set aside the revised seniority. The appeal against the Hon CAT judgment is challenged in the Hon High Court and the judgment delivered today. SNEA (I) CHQ will be filing caveat in the Hon Supreme Court today itself.

Com. G. L. Jogi, a legend and strong unionist of telecom sector, is the person born to fight for justice of his comrades and he will never retire from his union/association activities and will continue his fight with more intensity and spirit and we all will see results in coming days.  

His superannuation retirement from office work is one of the time bound office formalities and it will be an opportunity for all SNEA (I) comrades to have full time leader for settlement of their grievances and cadre issues. His services are more widely required in Telecom Sector and in coming days & Com. Jogi will have to play vital role in settlement of certain issues related to growth and financial viability of BSNL & MTNL and carrier issues of executives in both the PSUs which are facing lot of difficulties from private companies as well as from some of its stakeholders on name of different polices.

SNEA (I) Maharashtra & Nashik is fortunate to have his continuous guidance by presence in different General Body Meetings, District Conferences, CEC Meetings and each and every Circle Conference of SNEA (I) Maharashtra Circle. He has special space for Maharashtra Comrades in his big heart and has always given top Priority of individual HR issues of Maharashtra Comrades in committed manner. As on today, thousands of comrades have special space in their hearts for Com. Jogi for his timely help for settlement of their grievances with personal touch. Com. Jogi has supported all the fights against injustice by Maharashtra Comrades and has fighted all battles from frontline and shielded each and every comrade of Maharashtra Circle. The success of struggles by Maharashtra comrades lies only with able guidance by Com. G.L. Jogi. He has taken responsibility of everything and suffered life time loss but in committed manner has safeguarded interest of individual comrade of SNEA (I) Maharashtra. It is only his active support that SNEA (I) Maharashtra is able to settle certain HR issues of executives and build strong unity among executives.  

Com. Jogi who is also known for his love and affection to SNEA (I) comrades, has visited almost all parts of Maharashtra Circle by regular tours and just one week before his retirement from office work, he was kind enough to spare valuable time from his busy schedule to attended and address the special General Body Meetings of SNEA (I) Circle Office/WTP Mumbai and Kalyan on 22/06/2013. We feel privileged to mention here that Com. G.L. Jogi has assured us that after his superannuation retirement from office works, in July month itself he will visit Vidarbha region of Maharashtra Circle mainly SSAs like Gadchiroli, Yavatmal, Chandrapur, Amravati and Nagpur. Thus the superannuation retirement from office work is a mere office formality which is time bound matter and Com. Jogi has no limits of time and age and will continue to guide us with more dedication, time and more personal touch. 29 June 13: Maharashtra Circle reduces losses by Rs. 128 Crore during Year 2012-13  as compared to losses during 2011-12 and total loss during Year 2012-12 is Rs.517.99 Crore which was Rs. 849 Crore during Year 2011-12. 19 June 13:1966 seniority case at Hon. HC of Jabalpur:The appeal filed by Shri. G.P Patel and others in the Hon High Court of Jabalpur in the 1966 seniority case came up today. The WP was filed against Hon CAT judgment dismissing the OA filed by Shri. G.P Patel and others questioning the seniority of 1966 officers promoted on 21.10.1998. The applicants strongly pleaded for stay on the on-going SDE to DE promotions. BSNL and impleading parties strongly opposed the demand for stay. After arguments, Hon HC of Jabalpur declined to grant any stay and directed BSNL to file the counter reply within 4 weeks. The case will be listed after 4 weeks.                                                                                     

19 June 13: BSNL CO clarifies that the powers for looking after arrangements are only with CGMs & cannot be delegated to SSA Heads and Looking After promotions are to be issued as per circle seniority. The promotions issued as per SSA seniority are violations of guidelines issued by BSNL. This fully support stand of SNEA (I) MH to issue promotions on the basis of Circle seniority which was not understood by some so called self-declared intelligent officers in Staff Section to cover up their own mistakes and lack of knowledge of latest guidelines issued by BSNL and gives clear signal for issuing long pending promotions under looking after arrangements in Maharashtra Circle for SDE, DE and DGM cadre. 17 June 13: Decisions of the Meeting of the Forum held on 13th June 2013:

I. 78.2% IDA PAY FIXATION

1. The meeting congratulated the workers for the whole-hearted support and full preparation for the Indefinite Strike from 12th June, which compelled the DOT/BSNL Management to come down for discussion and settlement by issuing the order for 78.2% IDA Pay Fixation w.e.f. 01-01-2007. The Meeting expressed its appreciation to DOT and BSNL for the issue of the order, though belated.

2. The meeting demanded that the HRA and other allowances should be paid on the basis of the 78.2% IDA pay fixation, at least from 01-04-2013, as per the agreement of 12-06-2012.

3. DOT Orders for 78.2% fixation for pre-2007 pensioners should be got issued at the earliest.

4. For the post-2007 pensioners, clear instructions should be got issued so that there will be no ambiguity in drawing their pension with the 78.2% IDA fixation.

5. Any other issues arising in this connection should be taken up with management.

II. SUPERANNUATION BENEFIT OF BSNL RECRUITED EMPLOYEES: The Forumdecided to immediately take up the issue of 30% superannuation benefits to the BSNL recruited employees as this was one of the agreements on 12.06.2012. The other two agreements, CCL and 78.2% fitment are settled now. As per the agreement, the committee constituted already submitted its report. The Management has to take a decision immediately.has to seriously deal with the issue.

III. REVIVAL OF BSNL & CONNECTED MATTERS: The Convener reported about the actions taken by the Forum so far including the submission of Memorandum to the Chairman, Group of Ministers, other Members of the GoM, Prime Minister etc. Some senior Members of Parliament of various political parties have been met and requested to take up the matter with the government. This has to be continued. After thorough discussion, the following decisions were taken:

1. To organise an All India Convention at New Delhi in the first week of August 2013 to focus the attention on the revival and strengthening of BSNL, connected matters and providing better service. Similar Conventions at Circle and District levels should be organised within the next three months.

2. Pressurise the BSNL Management and ensure that the Works Committees are held regularly which should be effectively utilised for improvement of services.

3. Regular meetings/interactions of the Forum leaders with the Management have to be held so that issues connected with expansion, development, procurement of equipment etc, can be effectively discussed.

4. Sustained efforts and actions to be taken to oppose and defeat the anti-PSU policy of the government which is hampering the growth of BSNL. The management should be continuously pressurised for efficient functioning and the workers should be educated and motivated for providing a better service.

5. A Core Committee of the Forum is formed to negotiate with the DOT, Management etc. and for effectively intervening in settling the issues. The following are the members nominated to the Core Committee: Coms. V.A.N.Namboodiri(Convener), P.Abhimanyu (BSNLEU), C.Singh (NFTE), Jayaprakash (FNTO) K.Sebastin (SNEA), PrahladRai(AIBSNLEA) and N.D.Ram (SEWA BSNL).

6. The Forum should be formed in all circles and SSAs without further delay.

IV. CLOSURE OF TELEGRAM SERVICES OPPOSED: The meeting expressed its strong protest against the decision of the BSNL to close the telegram services w.e.f. 15th July 2013. The Unions were not even consulted. The Forum will discuss the issue with the management to ensure that the telegram services are maintained.

17 June 13:Meeting with Sr GM(Pers): GS and president had a detailed discussion with Sr GM(Pers) and DGM(P) on JTO to SDE promotions in LDCE quota /VC status from Circles, JTO to SDE promotions under seniority quota / ACR status, Adhoc DE to DE Regular and SDE to DE promotions. Assn requested to complete the vacancy reassessment in the SDE cadre and intimate the revised vacancy position to Rect section for declaring the LDCE results. Immediately after that the LDCE vacancies for the year 2010-11, 2011-12 and 2012-13 also may be intimated to rect cell so that they can start the preparations for the next LDCEs year wise. Sr GM assured that the process will be completed this month itself and the LDCE vacancies will be intimated to the rect cell by this month end and parallally DPC will be held for the seniority quota.

12 June 13: In view approval of 78.2 % IDA Fixation by DoT and its endorsement by BSNL, Forum of Unions and Associations CHQ , in its meeting held today withdraws the call for  indefinite strike from 12th June 2013.

11 June 13: Congratulations to one and all!!! BSNL CO endorsed the presidential order issued by DoT. Date of effect will be 10.06.2013, the date of issue of PO. The arrears payment issue will be taken up with DoT. Comrades, our justified demand of 78.2% IDA fitment for 100% IDA neutralization w.e. from 01.01.2007 is implemented by BSNL. That also when the company is registering recurring losses for the last 4 years and the accumulated losses crossed Rs 24,000 Crores. Now it is our turn to reciprocate as the Forum of BSNL Unions /Associations committed to the BSNL Management at the time of agreement on 12.06.2012 on behalf of the entire BSNL employees. This settlement highly motivated our employees definitely and that should translate into business and additional revenue generation in the coming days. 11 June 13:What is the impact of our struggle for 78.2% IDA?:The notice for indefinite strike w.e.f 12.06.2013 and the massive participation in the Dharna and demonstrations put tremendous pressure on DoT which finally made Secretary/DoT to overrule the suggestions of the senior ITS officer of DoT. Our struggle forced DoT to recall/ignore the reference made to BRPSE on 78.2% IDA merger and take a final decision not waiting for the reply. Our earlier meeting with Secretary/BRPSE made things easy for DoT. On query over phone on 06.06.2013 by Director (PSU I)/DoT, Director/BRPSE reiterated to DoT the earlier stand taken by BRPSE in the meeting with SNEA (I). One of the ITS officer working in DOT at very high position tried the level best till the last moment to see that the proposal is not getting approval. He continued his efforts even after Hon MOC has given his nod to Sec/DOT on last Thursday to go ahead with the proposal. CMD/BSNL and other Board members also played a crucial role till the last moment for the approval. Comrades, no struggle means, no 78.2% IDA fitment. Comrades, by the settlement of 78.2% IDA merger, effectively 100% IDA neutralization will take place w.e.from 01.01.2007. In this crucial phase of agitation, SNEA (I) took leading role in mobilizing the employees throughout the country. CHQ congratulate all our activists, office bearers at different levels, Branch/Division/SSA/Circle Secretaries for their active participation and solid support extended to CHQ throughout the agitation period.

Special mention is required about the active participation of our young comrades especially the JTO/JAOs joined after 01.01.2007 in this struggle even some confusion was created among them by some section who always think in a negative manner (Negative thinking is not going to help anybody). The solidarity and commitment of the JTO/JAOs was appreciable as immediately they are not benefitted in any manner by this order, but in the long run they will be the biggest beneficiaries. They followed the rich tradition of SNEA (I) to struggle for the common cause of the cadre and the employees irrespective of what benefit one individual or section of employees are getting. This commitment will definitely pave the way for the settlement of our genuine demand of E2, E3 pay scales for JTO/JAOs and SDE/AOs. For any achievement and resolution of the issues, unity and solidarity of the employees is a must and even in difficult situations, it will produce positive results. This is the lesson to our young comrades from this struggle who are not in the main stream and requires special care and attention. This is the lesson for those who are finding excuses to join the main stream and having sectional thinking.

Further SNEA (I), CHQ congratulate all the employees of BSNL, the activists of BSNLEU, NFTE BSNL, AIBSNLEA and other Unions/Associations in BSNL for their active participation in the agitation. For the pensioners, separate order will be issued by DoT shortly. For them the pension arrears also will be paid.

DOT issued presidential orders for fixation of 78.2% IDA. This landmark breakthrough was possible because of sustained and tireless struggle for the past one year by the employees of BSNL from the forum of BSNL unions / executive associations. We are extremely grateful to the secretary DOT, CMD BSNL, DIR(HR) BSNL, DIR(FIN)e BSNL, ADDL. SECRETARY DOT, MEMBER FINANCE DOT, DDG TPF DOT and Joint Secretary DOT for their great support in getting this order issued.
     We are confident that the employees of BSNL would continue to participate in future struggle for revival / revitalisation of BSNL.

  The indefinite strike has been called off.

6 June 13: Meeting of Central Head Quarters of Forum of BSNL Unions/Associations meeting will be held today i.e. 06-06-2013 to review the preparations for the indefinite strike from 12th June 2013.  The meeting will review the preparations so far done throughout the country for the indefinite strike from 12.06.2013, and will also find out ways and means to intensify them further. 

6 June 13:Hon CAT Madras dispossed off both the OAs challenging the seniority list as well as contempt petition filed in the Hon CAT by a common judgment. The operative portion is as follows:

"In the fact and circumstances of the case and the legal position set out above, it is considered that this forum cannot reopen a matter which has  been decided by this tribunal earlier in an application filed for review/recall of the order in the O.A and rehearing of the OA was dismissed and a Writ petition has been filed challenging the order in the OA in the Hon. High court of Madras and the decision in the Writ petition will have a bearing on the issues in the instant OA and further there is an order for maintenance of Status Quo in the Writ petition, It is not possible for this tribunal to pass any further order in the matter at this juncture. It is not clear why the applicant (who has also the applicant in the earlier OA) has filed OA bearing 1171 of 2012 when he also filed a contempt petition. The parties may appropriately move the Hon. High Court of Madras, if they so desire, for an early hearing and disposal of the W.P pending in the High Court. They are at liberty to reagitate the matter in this forum in accordance with law depending on the outcome of WP now pending in the Hon. High Court of Madras. With this, two OAs stand disposed of with MA 176 of 2013.The contempt petition in CA 56 of 2012 is also closed as indicated in para 19 above. No order as to costs."

By this the major hurdle on DE promotion is over.

Comrades get fully ready for a real do or die struggle by making the Organizational programmes on 5th June and 12th June an astounding success so as to convey a befitting lesson to deplorable, insensitive, irresponsible and prejudiced and vested interest BSNL Management and bureaucracy in DOT- We deplore and condemn both bureaucracy in DOT and BSNL Management for issuing retrograde order dated 21st May,2013 extending all the benefits of pay and allowances as are admissible to government officers of the equivalent grade to ITS deployed to BSNL. This shameful and ridiculous action of BSNL Management to extend benefits to deputationists and deny legitimate merger of 9.4% IDA with basic to absorbed employees has no parallels. BSNL management has completely lost propriety and legitimacy to lead BSNL and cannot escape its responsibility by maintaining that it has cleared the proposal of merger of 9.4% IDA and DOT is holding it up.

BSNL Management is so much insensitive, deplorable and irresponsible that it did not even wait for the outcome of the proposal sent by DOT to BRPSE regarding merger of 9.4% IDA with basic and instead issued the orders extending benefits of pay and allowances to ITS deployed to BSNL. Disgraceful on part of both bureaucrats in DOT as well as BSNL Management. BSNL is led by plunderers who are out and out mortgaging the Company and killing its employees and we have to drive out these plunderers from the Company.

Comrades, It all depends on our solidarity, unity and commitment and our capacity to hit back ferociously to salvage our dignity and comprehensively defeat and drive out those who want to slaughter us and sell the Company to satisfy vested interests under all Circumstances and at all costs. We have to stand up like a rock and hit back. We have absolutely nothing to lose, nothing to fear. Come out fearlessly, courageously and comprehensively defeat humiliation inflicted on us by DOT/BSNL Management. 24 MAY 13: Meeting with Director (Establishment)/DOT: We understand reliably that DOP&T has cleared a reference received by it from DOT regarding distribution of TES Gr B vacancies between seniority cum fitness and competitive quotas. BSNL had sent a note to DOT to clarify as to how TES Gr B vacancies are to be distributed between seniority cum fitness and competitive quotas. Thereafter, DOT sent proposal to DOP&T for clarification. This association has had been vigorously pursuing to get necessary clarification from DOP&T. We requested Director (E)/DOT to track the file and send the necessary clarification to BSNL. Director (E) assured that he will keep a close watch on the file and send it as quickly as possible to BSNL. With this clarification, one of the major hurdles in the way of JTO to TES Gr B seniority cum fitness promotions would be over.

22nd May 2013:Massive Lunch hour demonstration by Forum of BSNL Unions & Associations: As per the call given by CHQ the massive lunch hour demonstration for the demands like for 78.2% IDA merger demand was organized by the  Forum of BSNL All Unions and Association of Nashik  at  Sanchar Bhavan under the leadership of JAC Convener Com S.A.Bhadane. The huge gathering of executives and non executives was address by the DS of SNEA(I) Com S.A.Bhadane, CS AIBSNLEA Com V.P.Kulkarni. Also DS of BSNLEU Com G.N.Wagh,DS of NFTE Com Godase D.N ,DS of SC/ST federation Com D.D.Rengade & Circle Secretary of BTEU Com L.M.Shinde,Acting DS of AIBSNLEA Com Y.E.Saindane were actively participated in the lunch hour demonstration. 21 MAY 13:Hon. PB CAT New Delhi delivered judgment in LDCE Case: Hon. PB CAT New Delhi did not cancel LDCE examination. However Hon. PB CAT adjudicated that answer key will have to be finalized afresh in accordance to the opinion of the expert committee set up by BSNL management. This means that fresh evaluation of candidates who appeared in the LDCE would be done in accordance to the new answer key. Hon. PB CAT also observed that BSNL management has by and large conducted the examination in transparent and clear manner. The Hon. PB CAT further directed the BSNL management to complete the process within 2 months. Detailed judgment running in about 70 pages is awaited within a couple of days.

Association impleaded in the case and strongly pleaded that this said examination should not be cancelled. With this judgement of PB CAT, New Delhi, all OAs transferred from various Tribunals in the country are disposed off

3) Indefinite Strike from 12.06.2013 onwards.

17 MAY 13: Latest status of 78.2% IDA fixation: GS, President and AGS Com V M Wankhade met Ms S Rawla, Secretary, BRPSE with prior appointment and discussed about the status of the proposal of DoT on the subject matter. Sri V K Jindal, Director/BRPSE was also present in the meeting. Secretary and Director/BRPSE informed us that no such proposal was received by BRPSE from DoT so far. Further Secretary/BRPSE categorically told us that BRPSE is dealing with the revival of sick PSUs and its revival as a whole package and not dealing with small issues like this. As far as pay revision related issues are concerned, BRPSE is only dealing with sick PSUs where the pay revision is not implemented since 1992. BSNL is not at all a sick PSU and hence BRPSE is not having any role in the matter. Now the revival of BSNL is referred to a GoM, a higher body and hence BRPSE is having no more role to play on revival of BSNL. She categorically told us that this is an internal matter of DoT and it has to be decided internally only. Even if the proposal is send to BRPSE, BRPSE will take this stand and shall return the matter back to DoT, informing DoT that the issue has to be decided internally by DoT. Secretary/BRPSE further stated that this is high time to keep the employees highly motivated when BSNL is facing decline in growth and revenue and such issues has to be decided as quickly as possible to keep the morale of the employees. By this our stand that this issue need not be referred to BRPSE as BSNL is not under the purview of BRPSE vindicated.

From this development it is clear that some vested interest in DoT is deliberately delaying the decision on 78.2%. Their intension was very clear from the day the agreement was signed between BSNL Mgt and the BSNL Unions/Associations. More than 11 months passed. Comrades, this is high time to respond organisationally and unless and until we are protesting in the strongest way, this issue will not be resolved by DoT. Get ready for that. Prepare for the organizational actions from 22.05.13 and indefinite strike from 12.06.13 till the orders are issued by DoT.

15 MAY 13: Forum of BSNL Unions / Associations meeting with CMD BSNL: The representatives of Forum of BSNL Unions/Associations met CMD BSNL and discussed on the memorandum submitted to the GoM on the revival of BSNL/MTNL and the issue of 78.2% IDA fixation with basic. CMD appreciated the concern of BSNL Unions/Associations and mentioned that this is the right time to apprise all the members of the GoM regarding issues related to Viability of BSNL and its revival. He mentioned that BSNL Management has also given the presentation to DoT on 8th & 9th May, 2013 on this issue. We apprised him that the memorandum has been given to the members of GoM as well as being given to all the Hon MPs throughout the country to apprise them on the issue. Forum is trying to meet the GOM members also.

CMD apprised in brief that Govt.  is planning for revival plan in three phases i.e. Short Term, Medium Term and Long Term Plans. The GoM meeting was scheduled to be held on 10th May 2013 but it has been cancelled, hence we have sufficient time to brief GoM. On the issue of 78.2% IDA fixation, the Forum leaders demanded that the orders be issued without any further delay. On 12.06.2013, one year will be over after the strike agreement on 78.2% IIDA fixation and Management has to ensure that the agreement is implemented. Forum also suggested that CMD may pursue the matter with BRPSE also to which it has been referred to. On the issue of 78.2% IDA fixation, CMD also agreed that presently BSNL is making losses but BSNL is not a sick industry, hence the case should not have been sent to BRPSE for comments. However, he assured to discuss the matter with senior level officers in DoT as well as BRPSE for early settlement.

He also mentioned that this year loss is expected to be about 8200 Crores which is Rs. 680 Crores less than the last year which gives us lot of hope for the revival. He also mentioned that the salary payment and OPEX charges are about 91.5% of the earnings and only 8.5% funds remains available for the developmental activities. On CAPEX BSNL has taken loan of about Rs. 2000 Crores. But this can be repaid immediately on receipt of Rural Subsidy of Rs. 2750/- from USO fund as per the decision of Telecom Commission.

On the query of BSNL/MTNL merger, he mentioned that it is a long term plan of Govt. to have a PSU having Pan India presence. Merge of BSNL/MTNL provides many strategic advantages to these PSUs but some staff related issue like higher pay scales in MTNL and Rule-37A Pension in BSNL and listing of MTNL etc needs solution. He appealed that BSNL Unions/Associations and BSNL Management should work in tandem to protect BSNL.

9th May 2013: Forum of BSNL Unions/Associations taken decision to go for Indefinite strike w.e.f 12.06.2013, demanding immediate settlement of 78.2% IDA merger.:The meeting of the Forum, which took place today the 09-05-2013, has taken the historic decision to go on indefinite strike, demanding the immediate settlement of 78.2% IDA merger. After the agreement on 12.06.2012, eleven months passed and the Associations/Unions were pursuing the issue at all levels. The issue of 78.2% IDA merger was sent to DoT for its approval. However, DoT, instead of giving its approval, has referred the matter to the BRPSE (Board for Reconstruction of Public Sector Enterprises). This is nothing but putting 78.2% IDA merger in the cold storage. 

     After discussing the issue threadbare, the Forum has decided to give call for the following agitational programmes. The meeting was attended by Com.V.A.N.Namboodiri (Convener) com. P. Abhimanyu, GS/BSNLEU, Com. C. Singh, GS/NFTE, Com. K. Sebastin, GS/SNEA(I), Com. Prahalad Rai, GS/AIBSNLEA, Com. Jayaprakash, GS/FNTO, Com. Suresh Kumar, GS/BSNLMS, and  Com. S. P. 4 MAY 2013 SNEA (I) Nashik welcomes CGMT MH Shri A.V.Kulkarniji on his Nashik visit: High level Delegation of SNEA(I) Nashik under dynamic leadership of  Com S.V.Bhad, Circle President, SNEA(I) MH, Com P.N. Patil, Circle Treasurer, SNEA(I) MH, Com A.R. Akhade, District President ,Com S.A. Bhadane District Secretary & Com S.A. Chavan CEC Member  had a meeting with Shri A.V.K.Kulkarniji CGMT MH Circle during his visit to Nashik & welcomed him with presenting the flower bouquet in office of GMT Nashik.                                                                                                           

        During the meeting of association with the CGMT the various development & HR issues were discussed in detail. Also the issue of diversion of sanction post of SDE & JTO of revenue earning SSA was discussed & CGMT assured that he will go through it & appropriate decision will be taken for growth of BSNL. We also urge CGMT that the various executives of Nashik SSA working in other SSA & have completed their tenure should be immediately transferred to Nashik SSA then CGMT assured that he will review all such cases if pending at circle level. CGMT also categorically mentioned that if there are certain proposal for All India soft tenure like recently declared Gadchiroli & Sindhudurg in MH circle then on the merit the proposal will be send to Corporate Office for sanction.       During the meeting at Conference Hall at Sanchar Bhavan GMT Shri Suresh babu Prajapatiji discussed about the development of Nashik SSA & then CGMT discussed various issues. In a moral boosting and motivating address Shri A.V Kulkarniji shared his experience and advised that the BSNL is in financial crisis & this is the time that executives should  take hand in hand and make the progress  fast. He further emphasized on working of mobile wing and SSA collectively as day by day the revenue of Mobile services are increased & overall contribution of Mobile revenue is increasing day by day . He categorically mentioned that Broadband, Mobile, Data Cards and Lease Circuits are the areas to concentrate more to increase the business. CGMT gives a suggestion that"Work more,earn more & enjoy more" also bring back the glory of BSNL as that of Coal India Ltd. 2 MAY 13: GS SNEA (I) CHQ writes to Secretary DOT regarding Calling volunteers from repatriated ITS back to BSNL– Preposterous and motivated move to safeguard vested interest of ITS, inflict huge damage of growth and viability of BSNL and defeat the absorption process - Cabinet decision contemptuously overlooked --BSNL will only flourish if it has top management which has a direct stake in the Company. The viability of BSNL severely affected by the continuation of the unabsorbed ITS Group “A” officers at the key positions as Circle/State heads and SSA/Dist heads. Instead of promoting the absorbed officers to the key and strategic positions and to build a BSNL Management of its own, the biased BSNL management in collusion with some senior officers in DoT is working overtime to continue the deputation and even to bring back the repatriated officers back to BSNL/MTNL. 1 MAY 13: Meeting with Sri M. F. Farooqui, Secretary, DoT on 30.04.2013: GS, President and AGS Com Arvind Pal Dahiya met Secretary, DoT and discussed the following issues:

a.      Requirement of a BSNL Management belongs to the company as pre-requite condition for the revival of BSNL,

b.     78.2% IDA merger with basic,

c.       Refund of BWA spectrum charges,

d.     Compensation for loss making Rural services and Telegraph services,

e.      Pension contribution on actual pay instead of maximum of the pay scale

f.       3G roaming and violation of 3G licenses by pvt operators.

            We clearly told Secy/DoT that unless and until BSNL is managed by its own Officers, none of the initiatives taken by the Govt can revive BSNL. Leaving the BSNL Board, for the last 12 years, all other senior positions are manned by officers on deputation from Govt and more than 70% of the Circles/states are headed by deputed officers on look after arrangement and on temporary basis. The absorbed officers are not promoted and posted to these key positions by the BSNL Management, to protect the interest of the unabsorbed officers on deputation, at the cost of BSNL. We explained the impact of the recent DoT order calling for volunteers which is even against the spirit of the cabinet decision. Secy/DoT assured that the order will be reviewed by DoT.

          On other issues of revival of BSNL, Secretary appreciated our concern and initiatives and informed that GoM will be dealing these issues shortly. Further he suggested to submit details of the issues to be taken up with GoM within a couple of days. We will be submitting a note in this regard. On 78.2% IDA merger also, Secretary was very positive and assured that DoT will take immediate action on receipt of comments from BRPSE.

1 MAY 13: Meeting with Sri V. Umashankar, Jt Secretary, DoT on 30.04.2013: GS, President and AGS Com Arvind Pal Dahiya met Jt Secretary, DoT and discussed the issues of 78.2% IDA merger with basic. He informed us that the proposal has gone to BRPSE for their comments and DoT will take a positive decision once the proposal is returned to DoT.On the issue of recent DoT order calling volunteers, Jt Secretary informed that he is unaware of the development and appropriate action will be taken by DoT

30 APR 13: Update on LDCE case at Hon. PCAT, New Delhi: Today, arguments of applicant side was heard for more than One and Half hours. BSNL side and Associations side counter arguments will be heard tomorrow. SNEA (I) impleaded in the case. The arguments from applicants side (unsuccessful candidates) was mainly focused on ambiguous questions and pleaded for removal of the ambiguous questions and then revaluation. Some applicants pleaded for cancellation of the examination. GS, President and AGSs are present in the Hon Court during arguments.

27 APR 13: An Appeal from DP Com A.R.Akhade :Our DP Com A.R.Akhade appeal to all eligible executives of Nashik SSA regarding first TPBP should be given on four years without condition to reach minimum of next scale .Many comrades who were not reaching to minimum of next scale got their first TPBP after five or six years. One of our comrade Name. Ganesh moved to Hon. CAT. CAT intern given its judgment ,"that the condition of basic pay reaching/crossing the minimum of next scale is unconstitutional and hence everyone should be given FTB in 4 years. The Hon'ble CAT while agreeing to his contention that this discrimination is unconstitutional, struck down that portion of para 3.1 which speaks to give FTB in 4 years. A strict interpretation would mean that FTB should be given in 6 years unless the rule is amended by BSNL. That is why he is asking people who are affected - those who did not get their FTB in 4 years should represent to *CMD through proper channel*quoting their junior who got in 4 years and stating it as violation of ART.14 and his judgment. After 2 months, form a group and approach the CAT for remedy. Unless we unite and fight from all sides, management will not come forward to settle our issues.
     BSNL has filed an appeal in High Court Madras. After completing departmental channel we have to file a case in CAT. 23 APR 13: Bringing ACRs to BSNLCO for JTO to SDE and Adhoc DE to DE promotion: GS, President and AGS met Sr GM(Pers) and held discussions on JTO to SDE and Adhoc DE to DE(Regular) promotions. We requested to make a time schedule for bringing the ACRs to BSNLCO for early conduction of DPC. Sr GM (P) assured that by this week end, time schedule will be intimated to the Circles.

 

23 APR 13: GS, President and AGS along with GS, Treasurer and AGS of AIBSNLEA met Sri A. N. Rai, DIR(HR) and held discussions on membership verification among Executives’ Associations. DIR (HR) informed that Management is already thinking about membership verification among Executives’ and since all the Associations are demanding the same, we will go ahead very fast. We requested to expedite the verification process as membership verification among Non Executives already completed. 23 APR 13: After medical cases now mass cheating to public on name of leasing of land for Mobile towers on name of fraud company BSNL 3G Tower PVT LTD: Our vigil comrades from Raigad SSA under leadership of Com. Sachin Kohadkar DP and Com. M. K.Thankur DS SNEA(I) Raigad have unearthed a fraud in which innocent peoples are being cheated on name of leasing their land for erection of 3G Towers in the name of company whose name is shown in resemblance with BSNL by offering very high monthly rents of about Rs.40,000.00 per month & huge deposits of about Rs. 55,00,000.00. In new idea of cheating, such fraudulent are demanding initial deposit amount of Rs. 27,000.00 in their bank accounts as processing or registration charges or any other charges. By offer of such high amount deposit innocent people get easily trapped in their net as it is seen that they are using letter heads, receipts, agreement copies in resemblance to BSNL with slight name change & even letter heads of Ministry of Communication, GOI are seen  to be used. The cheaters are taking benefit of BSNL brand name & faith of peoples on BSNL and may runaway after receiving the initial amount from the victims. Due to this, not only the victims lose their hard earned money but BSNLs image is also being tarnished and other staff and officers may have to face anguish of such victims. All the comrades are requested to be alert from such cases & cheaters and bring awareness among other BSNL staff, officers & esteemed BSNL customers. We congratulate concerned alert comrades of SNEA (I) Raigad, who have collected such details and sent us for awareness among all.
