CHQ News-16-02-2010 MT rect cases: The BSNLs application for transfer of all the cases related to MT recruitment came up for hearing on 12.02.2010 at Principal CAT, New Delhi. Hon. CAT allowed the BSNLs plea and ordered the transfer of all the cases to Principal CAT. Deferred option (CDA/IDA option) case: In TA 115 of 2008, Hon CAT, Ernakulam Bench in its order dated 14.12.2009 directed for consideration of the DoT Headquarters which has issued a provisional direction vide letter No.I-I(04)/2005 PAT (pt) dated 24.9.08 to process the pension cases provisionally as per the orders of BSNL till a clarification is issued by them for the pensioners retired earlier to this order also. >>>>> 147 seniority case -- Seniority and promotion order quashed by Hon. Increase of SNEA(I) membership in Nashik SSA.- Our GS Com.Jogiji has congratulated and appreciated the efforts of our DS Com.M.B.Sangale, DP Com.S.A.Bhadane and their team under guidelines of our Circle Prez Com.S.V.Bhad for increase in membership and appealed to make 100% SNEA(I) membership before member verification. 2.Issue of regularization of officiating JTOs & their pay fixation under FR 22 as per court judgement. 3.Issue of residency period -relaxation upto 5 years instead of 7 years for TTA to JTO competitive examination of internal quota. Comrades these issues are already taken up by our GS at appropriate level at CHQ. In the interactive session members raised many queries regarding: Pending HR issues of Satara executives, ITS absorption, Unity among members & leaders, Website of Satara Previously Not visiting Satara by any of SNEA leaders etc. CS Com.M.S.Adasul replied each and every query to the satisfaction of members. Dashing DS Pune Com.V.M.Wankhede and equally dashing DS Nashik Com.M.B.Sangale in their aggressive and motivating speech appealed Satara executives to remain united and strengthen SNEA, Both the firebrand leaders of their respective districts narrated many of incidents of their SSAs in which they took lead in solving many of complicated issues with the help of members unity and support, they also expressed their pain that even though they during each and every meeting called Satara leaders into their divisions of Pune & Nashik but Satara leaders never bothered to call them even once for any of meeting. DS Goa Com.S.M.Phullare also addressed once his parent SSA and appealed everybody to strengthen the organization. ACS Com.V.B.Kokate also expressed similar thoughts and seconded DS Pune Com.V.M.Wankhede and DS Nashik Com.M.B.Sangale that he was also never invited by District body to come for any meeting at Satara. Circle Treasurer Com.P.N.Patil reminded members that Satara has not paid circle Quota since Dercember-2008. CWC member Com.A.R.Manani appealed house to forget about past and think of how to come out of this situation and proceed ahead, he told that during his CS term he was having full faith in the leadership of Satara and because of that he not found it so necessary to speak directly with members of Satara. CS Com.M.S.Adasul also expressed similar views and assured members that Satara being his home District where he born, grown up & got education, hence he has very special love & affection for Satara peoples and is ready to come any time anywhere in Satara with even a 7 hours notice. As full strength of membership was not present, it was suggested by members to call a General body meeting on some other day convenient to all members and Elect a new team of SNEA Satara and to carry out that responsibility timely and smoothly 3 members Adhoc District body was formed unopposed and unanimously, according to which Com.(Mrs.) S.G.Dongarkhe was elected as President,Com.M.I.Mulla was elected as District Secretary and Com.V.S.Vedpathak was elected as District Treasurer of SNEA(I) Satara. Special G.B.meeting lasted for more than 4 and 1/2 hours and ended at about 21-30 CHQ News-Association writes to Shri Sam Pitroda who has been assigned the challenging task of defining future road map of BSNL to pull it out of the deep crisis that it is in now and urges upon him to address and sort out the key issue of deciding the leadership of the company to bring it out of the present morbid state. Top leadership of the company under any circumstances should not be from within the ITS because of the complete failure of ITS management to act as change leaders, catalysers to introduce innovative processes and systems in the organisation so as to motivate and lead the huge workforce to a clearly defined goal. Assn. further pleads with Sam Pitroda that unless the key, fundamental and contentious issue of leadership is addressed and resolved, any other recommendation of the committee to transform the organization would be rendered in fructuous because of complete failure of ITS management to govern, lead and deliver. Assn. brings out clearly lack of vision, mismanagement, rampant corruption, political interference, inefficiency of highest order, stale thinking process, lack of accountability, uninterrupted and huge jumps of non-performers on career front, lack of professionalism, lack of sense of belonging of front line managers towards the organization as the main reasons for crumbling of the organization. Raja defends BSNL's post-bid negotiations with vendors <<Economic Times>> 3.Pay anomaly of JTOs of 2005 batch : In continuation to series of earlier discussions and regular correspondence that we have had with Director(HRD) on the important issue of removing the pay anomaly of the JTOs of 2005 year on justified and genuine grounds by extending the benefit of 30% fitment to all the JTOs of 2005 year of recruitment, regardless of their date of joining, GS has clearly brought out that due to this anomaly the difference in basic pay as on 01.1.2007 is Rs 5220/- , and even if the E1A pay scale is approved, the difference in basic pay will be Rs. 2770/- . The losers are further to suffer the ignominy of a recurring two-year lag in their Time Bound Promotions throughout their career also. << Letter>> In continuation to our several discussions with DIR(HR) and GM(Estt) on this issue, GS along with AGSs met GM(EF), Smt. Aruntadi Panda, and discussed the issue in detail. We pleaded with her to resolve the genuine issue at the earliest and take a positive stand on the issue. Further we discussed and suggested three to four workable proposals by which the issue can be resolved in totality by extending the benefit of 30% fitment to all the JTOs of 2005 year of recruitment. Issues related to JTOs recruited as Dept outsider from TTA Cadre: In the meeting with GM(EF), Smt. Aruntadi Panda, we discussed this issue further. On the basis of our earlier meetings and discussions with GM(Estt) on the issue, the file has moved to GM(EF). Editorial January'10 - CHQ END OF THE ROAD- our bread earner enters internecine Red zone. ( Credibility and reputation of our beloved Company nosedives, hits rock bottom and is at its lowest ever ebb. Worst and unabated political and bureaucratic interference, continuous market drubbing, inefficiency of highest order at all the levels, growing indiscipline, total lack of accountability and leadership, unprecedented indecisiveness, mismanagement, rampant corruption and complete lack of transparency plague the Company.) We are in the RED ZONE. Our beloved Company, our sole bread earner, is expected to post staggering loss this fiscal year for the first time. The great pangs of pain and agony await us at our doorsteps. It is undoubtedly going to be an agonizing and distressing journey from now onwards. How do we henceforth traverse our future journey full of thorns is something that has no doctored prescription. In the highly crowded and competitive market how do we go about? The journey is in no way going to be different from the way a patient suffering from terminal illness getting intermittent heavy doses of powerful pain killers which relieves the pain temporarily. Have we now reconciled to get doses of pain killers from time to time or even now we have some strength left to look forward towards undergoing rarest of rare surgery that takes us out from terminal illness from which people rarely come out. People with extraordinary determination and rare toughness of mind do survive even from terminal illness. Are we that stuff? Only future will tell. So far, we have not demonstrated anything of that kind. The tragedy is that we became the victims of terminal disease even though the disease markedly showed its signs as early as five years before. We ignored and neglected the early and clear symptoms of terminal disease invading and crippling us. Probably we allowed it to paralyze us. As GS of this Association, I have no hesitation in acknowledging my complete personal failure in not being able to lead successfully in averting this grave and deadly situation and live up to the trust, confidence and expectations reposed by you in us. Leadership receives accolades as well as brickbats. And today, I take your brickbats for the present virtually irretrievable debacle in the spirit in which it has to taken. For the first time bewilderment and despondency have overtaken us, and we really do not know what to do, where to go, how to go. Was it our failure to lead you in the right direction with the right strategy or the failure to get committed support from the grass root to implement our strategy is something debatable and we leave it to you to analyze and judge for you are in the best position to judge. How do we fulfill our responsibility towards our family, particularly the younger generation within us, who have a long way to go in the company, our Country (because BSNL is being seen as an institution in which the hopes of millions of our Countrymen to get reasonably good service at affordable prices are enbedded) shall be multi million dollar question because getting monthly pay packets shall be a trying, tiring and an arduous task for us, let alone getting our cadre upliftment which shall be nightmares. Nevertheless, all said and done, despite our big failure in not being able to prevent onset of present grave crisis, we shall resolutely go ahead and leave no stone unturned during the brief period we have at hand (because this my concluding term) to see whether we can succeed in staging what would undoubtedly be a remarkably miraculous come back. No Roaming Tariff between BSNL MH & MTNL Mumbai: BSNL corporate office issued historic guidelines to boost the interests of both BSNL MH and MTNL Mumbai as according to this all the BSNL MH mobile customers will be charged local tariff while roaming in Mumbai and all the MTNL Mumbai mobile customers will be charged local tariff while roaming in entire Maharashtra. SNEA(I) Welcomes such proposals which has potential of increasing the market share of both BSNL and MTNL. At the beginning of the meeting our DS and Circle President welcomed Hon.CGMT
with beautiful flower bouquet. Meeting lasted for about '20' Min
even though CGMT had given time of '2'Minutes. Urgent issues like Development of
BSNL in which cases like burning issue of mandays tender finalisation, Loss of
revenue by issuing recharge vouchers to Gas outlets, some urgent HR
issues like wrong criteria applied for DE Offg , unfilled vacancies, Weightage for activities carried out at Nashik than other SSA, VRS
case of Com. N.B.Patil, TTA to JTO exam issue etc. For all these issues Hon. CGMT had
assured to look into positively. Moreover he appealed to all to work hard fo
achieve the targets and uplift Maharashtra BSNL to progress. He said MH is
number one state in the country but unfortunately share of BSNL has gone to 10%
in Maharashtra. In morning meeting with Nashik executives he had direct
interactions in which he had given some good guidelines for improvement of BSNL
share.Some of them are listed here like - Formation of Broad band team other
than BSNL Staff i.e. 75 teams in urban and 75 teams in Rural, All shops of
computer should be taken in our team, Increase loading of B.B equipment
before 3G Mobile enters in the market that is within two to six months.
,Increase existing rate of giving broadband connection from 70 per day
to 150 per day, Key point to sell our products is persuasion for which we
have to come on Road ( Example given in Cinema "Rocket Sing"), He appreciated
that most of executives had seen this movie. We should extend good wishes to our
valued customers at least to those who are giving more than Rs.10000 revenue
P.M., Issue them good memento up to Rs.500/-. He insisted on SSA Head to offer
greetings to at least 50 VIP CIC in Nashik, like this All DEs, SDEs, and JTOs
too can contact CICs and wish them, keep good liaison with them, give mail to
CICs regarding latest plans, latest development, new services and wish
them on Emails, Help to enterprise business teams for generating demand of CUG
Mobile connections etc.

here to view the memorundum submitted>>>> Meeting of the Executives working in external plant in Nashik Division:- The meeting of the field officers-SDEs and JTOs working in external plant in Nashik division was organized by Com.A.R.Akhade,CEC Member SNEA(I),Nashik on 20-01-2010 to discuss the problems faced by the officers working in external field. The meeting was presided over by Circle Prez SNEA(I) Com.S.V.Bhad,DS SNEA(I) Nashik Com.M.B.Sangale and District Treasurer SNEA(I),Nashik Com.G.G.Borase. The points discussed in the meet were - 1.- Conducting Mela's at various locations in each SDCA by field officers instead of the staff working in Vijay project,marketting,EB and sales team. 2.- Cable damages and thefts due to NMC works and Highway road expansion throughout the SSA. 3.- Arrangement of maintenance material at Nashikroad instead of Sinnar store and its distribution. 4.- Problems in provisioning and maintenance of Broadband connections and posting of new JTOs for BB provisioning and maintenance in field. Circle Prez and DS thoroughly discussed the issues in details and assured to take up the matter with District as well as circle administration. SNATTA has expressed gratitude towards both of them. CHQ News-18 Jan 2010- Procurement of redundant Cordect technology a big fraud-Comrades of TN , KTK, HR should maintain high level of preparedness to defeat the evil designs of the officers in BSNL Corporate office to procure highly redundant cor-dect broadband technology from M/s Midas communications a Chennai based firm having strong political links . The equipment has already failed validation at TN five times because it could not comply with technical requirements envisaged in the tender. Procurement of this obsolete equipment shall be a big scandal in BSNL and would lead to heavy losses in TN, KTK and HR circles. Association strongly condemns the continued efforts of BSNL management to force TN circle to validate the equipment on flimsy grounds. GS writes to CMD protesting against the arbitrary procurement of this highly redundant technology. Members of SNEA through out the country to remain fully prepared to defeat the move of the management to inflict huge losses on the resources of BSNL. <<letter>> , <<Annexure>> CHQ News-18Jan 2010- GSwrites to Dir(HRD), BSNL to consider relaxing age from seven years to five years for appearing in JTO(35% quota) competitive examination. This will act as an appropriate and much needed dose of motivation for brilliant, direct recruit and highly talented young TTA’s. GS urges Dir(HRD) to consider the whole issue keeping in view the extra ordinary and outstanding contribution of direct recruit TTAs for the growth of BSNL. <<letter>> Warm welcome to Com.V.S.Shirke,JTO Sales in SNEA(I) Nashik Pariwar on joining SNEA(I),Nashik. INTERVENTION OF DS REGARDING CABLE ROUTE INSPECTION AT SATPUR:- Cable route inspection at Satpur sub division was pending since one month period due to overload and busy schedule of DE CC. Today our DS Com.M.B.Sangale pointed out the matter to Hon.DGM(CFA) Shri.Rakesh Srivastavji. Hon.DGM Sir reacted immediately and took the matter on top priority and visited Satpur sub division personally along with DE concerned and carried out the inspection of new route and trial pits. The trial pits were open over the period of a month and it was dangerous for public. Our intention was to avoid delay in completion of contract work as well as any possible untoward incident on account of hazard or probable accident to public .This association appreciates the sharp intervention from Hon.DGM(CFA) and we are very much thankful for the same. Association strongly condemn complete inaction and indecisiveness on the part of DIR(CFA), BSNL Board in delaying the finalisation of NGN class 5 tender for one million lines to replace the existing redundant switches. The inaction of the concerned Director is inflicting irreparable damage on the growth of BSNL. GS conveys strongest protest on this account to CMD, BSNL and warns BSNL Management of serious consequences if the said tender is not finalized at the earliest. << Letter to CMD>> DS Com.M.B.Sangale's met DGM(F) : District Secretary Com.M.B.Sangale met DGM(F) and discussed pending cases of pay fixation in respect of JTOs those who have promoted from E1 to E2 under TBP review 01 Oct 2006 and excercized option w.e.f. All the concerned officers are requested to verify the details of their requested stations and if they want to change or cancel their request applications they are requested to AGM(staff)MH circle within 10 days.Click here to view copy of letter & List >>>>> PM formed high level committee to take care of falling revenue of BSNL: Concerned over deteriorating financial health and competitiveness of state-run telecom firm BSNL, the government has constituted a high-level committee, headed by Sam Pitroda and Deepak Parekh as member, to look into the issues and give recommendations within a month.This was decided at a meeting chaired by Prime Minister Manmohan Singh last week to review the performance of two telecom PSUs ( BSNL and MTNL)."There was an agreement that the situation of BSNL required immediate action to address both the short as well as long term issues affecting its financial health and competitiveness," the Prime Minister’s Office (PMO) said here. On the position of another PSU, MTNL (that offers services only in two metros of Delhi and Mumbai) was comparatively better and the issues concerning it be considered in the normal course, separately, it added. The Joint Forum of BSNL Unions of Non-executives / Associations of Executives will meet on 11th January to discuss about the latest developments in BSNL including the delay in tender of 93 million GSM lines, Agitational programmes against Govt. proposal for 10% IPO, Absorption of ITS officers etc. CHQ News-SDE to Adhoc STS Promotion: The APAR for 2008-09 from most of the Circles except GUJ, CHTD & KRL not reached so far. Even if the stay at J&K is vacated the, DPC cannot be held without the CR for 2008-09. So, CSs should ensure the receipt of APAR at BSNL CO. CHQ News 07-01-2010-Meeting with Secretary, DoT: GS along with AGSs met Sri. P. J. Thomas, Secretary, DoT and discussed the following issues. a) Issues related to the viability of BSNL: At the very outset Secy/DOT emphatically mentioned that employees and the executives of BSNL have a very huge responsibility in terms of giving a new facelift to the entire Organization through sustained and determined efforts. Secy/DOT was of the clear view that BSNL despite having a clear strategic advantage in two potential areas of business growth in 3G and broadband sectors has not been able to capitalize on this distinct advantage. Determined efforts and appropriate strategy and plan of action is immediately needed to tap huge market in these twin potential areas of business. Associations and Unions have to play a frontal and leading role in forcing the Management to focus strategies in these critical areas of telecom segment where huge potential still remains unexploited. b) Continuing delay in finalization of tenders and completion of key projects: Secretary expressed deep and serious concern over the inordinate delay in finalizing tenders and execution of projects critical to the growth of the Organization. Finalization of tenders as quickly as possible and completion of important projects in a time bound manner are priority areas in deciding the growth of the Organization. In this context, he quoted the example of Delhi Metro Rail Corporation (DMRC) where a tender worth Rs 7000 crores was finalized in a record time of 22 days in sharp contrast to BSNL where finalization of tenders is taking years together. Secy opined that BSNL Managers and concerned officers in BSNL should visit DMRC and learn the entire process of deciding and implementing key projects as expeditiously as possible. In nutshell, Secy/DOT clearly emphasized an urgent need of deciding and implementing projects in time, drastically improving the existing work culture and quality of service, including critical customer interface. c) 93 million GSM tender: CVC has raised certain issues which had to be resolved by BSNL Management. In fact, Secy/DOT expressed his great disappointment at the huge quantum of delay in finalizing this crucial tender like other tenders. However, he assured that DOT would try its best to ensure that the stalemated tender takes off as expeditiously and felt that Associations and Unions also should actively and constructively participate and closely monitor to ensure in future that important projects are finalized as per the drawn schedule and that such damaging delays do not take place. We informed Secretary that in 2007 also BSNL faced similar threatening situation and that resulted in huge decline of its Market share because of complete non availability of GSM equipment and in case present tender is also allowed to go the way tender in 2007 was dealt with, BSNL will be completely out of telecom business very shortly and shall be unable to retrieve its lost ground. In fact, this is the only challenging opportunity for BSNL to come out of the huge mess that it is in now, we informed Secy/DOT. d) Penetration of Broadband in rural areas: Secretary suggested that BSNL come up with a comprehensive plan of action to penetrate into huge rural broad band market and asked us also to work out appropriate strategy and suggest vital inputs that could boost BSNLs penetration in this vital area of telecom growth. On our part, we assured Secy/DOT that we shall very shortly submit important inputs and data to apprise him of the ground realities and also the road map to be followed in the important segment. e) Meeting with Hon. PM: Secy/DOT very briefly mentioned that a steering committee is expected to be constituted very shortly by Finance Ministry to go and address important issues to tide over the present difficult situation that BSNL is in now. However, Secy felt that short term benefits like waiving off of license fees on landline segment and other subsidies that BSNL is looking forward to may not really help BSNL in the long run. What is really going to be decisive is ensuring its continued exponential growth in areas of rapidly expanding telecom business through quick finalization and timely execution of important projects and improving quality of service and customer interface. f) Challenge of fully capitalizing on upcoming IPL tournament: Secy/DOT mentioned that there is a very big and challenging opportunity for BSNL to exploit its business in 3G segment in the upcoming potential IPL tournament since it has a very decisive and clear cut edge over other operators in terms of possessing 3G spectrum. It remains to be seen whether BSNL utilizes and exploits this huge opportunity to spurt its growth in 3G segment. G) Absorption of ITS: Secy/DOT informed that fresh Cabinet note on this important issue is under active consideration and is likely to be sent to the Union Cabinet very shortly. He further mentioned that he was fully conscious of deciding this important issue as quickly as possible.
