a) Option to continue in CDA scale up to the date of promotion/retirement after absorption in BSNL: After extensive discussions exploring various possibilities to best protect the interests of those having exercised this option, we assured M(S) that we will give him additional inputs to help him come to a decision that safeguards the interests of the beneficiaries of this option. Of course, M(S), while assuring to examine various possibilities to resolve the issue after we submit fresh inputs clearly mentioned that the decision would have to be taken by and large within the parameters of the decision of DOT/finance and DPE. b) Cabinet note on pension revision: We were informed that the note has already been sent to MOC&IT and immediately after his approval will be sent to the concerned ministries like DOP&PW, DOE, law ministry etc simultaneously for eliciting their views on the contents contained in the note. After obtaining their views which shall approximately take about two months, the note shall be sent to the Union Cabinet for its consideration and approval. All the legitimate and genuine concerns of the absorbed BSNL employees to ensure their uninterrupted and smooth increase in pension from time to time in future have been adequately addressed in the note, we were informed. c) ITS absorption: Cabinet note on this issue is presently under examination of DOT finance and after getting their clearance and final approval of MOC&IT, the note would be sent to nodal ministries like DOP&T, DOE etc. to obtain their views. It may take about another month for the note to be finally sent to other ministries for their getting their opinion, we were apprised. More than 1500 executives /non-executives of BSNL throughout the whole country participated in the National convention organized by National JAC at Mavalankar Hall, New Delhi on 19.07.2010 from 10.30AM to 02.15 PM. A galaxy of imminent trade union leaders from CITU, AITUC and INTUC addressed the convention and pledged their total support and solidarity to the movement of telecom workers to save BSNL from collapsing due to hostile policies of the Government, the Bureaucracy and the Regulator. While affirming their total support to the unanimous declaration adopted by the convention , these trade union leaders appealed to BSNL workers to join the nation wide strike called by all central trade unions to register their protest among other issues on the issue of disinvestment of Public Sector CPSUs and retrenchment of employees. Com. Basudeb Acharya, MP inaugurated the convention and Com. G.L.Dhar Secretary AITUC and Com. M.K.Pandhe, Vice President CITU and Com. Sanjeeva Reddy from INTUC addressed the convention. com. Prabir Purkayastha from Delhi science forum also addressed the convention giving a detailed account of how the policies of government and the arrangement of BSNL have contributed towards erosion of market share and revenues of BSNL. He suggested that the convention should come out with a comprehensive strategy to be placed before the people of the country for the revival of this national Telecom asset (BSNL). Com. Namboodari, Convener JAC presented the resolution to be adopted in the National Convention while Com. N.T.Sajwani presided the Convention. Our veteran Com. O P Gupta also attended the convention. Posting order for DE Adhoc promotion order issued by Circle Office [Order] CHQ News- Conventions to Save BSNL held at Hyderabad, Bangalore and Chennai. Convener Central JAC, Com V.A.N.Namboodiri, GS/AIBSNL EA, GS/BSNL EU and GS addressed state level conventions organized by state level JAC of AP, Karnataka and TN at Hyderabad, Bangalore and Chennai on 7th , 8th and 9th July, 10. Conventions adopted resolutions calling upon BSNL workers to get fully ready for a prolonged and sustained struggle to defeat the policies of the government to destabilize BSNL and safeguard its legitimate interests to ensure its financial viability. Com Chandeshwar Singh, GS/NFTE addressed the convention at Bangalore. Convention at Chennai truly historical and sets the stage for what surely is going to be a sustained Country wide struggle and movement of BSNL workers: More than 2000 workers of BSNL belonging to all shades and irrespective of their affiliations participated in what could be called as historical convention of BSNL workers at Chennai on 9th July,10. While more than 1000 workers heard speakers in rapt attention inside the hall for more than four hours, an equal number of highly enthusiastic and committed workers just waited outside till the end to express and extend their total solidarity to the resolution that was unanimously adopted when the convention concluded. The urge and resolution of BSNL workers of TN/Chennai to get involved in a protracted struggle to defeat diabolical policies of the government to privatize BSNL and fully safeguard it was clearly manifest in the mood that was upbeat and vibrant from the beginning of the convention to the end. Chennai convention undoubtedly heralded the beginning of historical movement of workers of BSNL to take on and comprehensively defeat the vested interests within and outside the government, bureaucracy and a thoroughly inefficient and unprofessional BSNL management bent upon destabilizing and jeopardizing the growth of BSNL. JAC of all other Circles should get fully motivated at remarkably splendid efforts of the Organizers of Chennai convention and emulate them in all respects to make conventions in their respective Circles an astounding success like Chennai. We wholeheartedly congratulate JAC of TN/Chennai for organizing such a historical convention that is bound to pave the way for holding of similar conventions at other places throughout the Country. Chennai convention, in addition to Central JAC members, was addressed by Com Suburaman, GS/TEPU, Com Madhivanan, NFTE, Com Vallinayagam, GS/FNTO and a number of Central trade union leaders of TN State. The valedictory address was given by Respected Com Kuppuswamy, President/TEPU and ex-MP. All India convention at Delhi on 19th July, 10: Specific and urgent attention of CSs of Punjab, Haryana, UP(W) and Rajasthan of SNEA(I). Circle Secretaries of Haryana/Punjab/UP(W) and Rajasthan Circles of SNEA(I) must start making extensive arrangements to ensure that at least 100 members from the adjoining SSAs of their respective Circles attend the All India Convention of Central JAC at Delhi on 19th July, 10 at Mavalankar Hall, Rafi Marg, (Back side of Sanchar Bhawan, Metro Station, patel chowk). Convention will start at 1000 hrs of 19th July, 10 and will be addressed by eminent MPs, telecom luminaries, Central trade union leaders etc. It is exclusively the personal responsibility of the CSs of Punjab/Haryana/Rajasthan and UP(W) to make elaborate arrangements for ensuring participation of at least 100 members from their Circles. Moreover, we expressed displeasure over the rude behavior of SDE Staff -Shri.T.C.Ghatode and requested Hon. GMT to instruct all the administrative officers to streamline the administration and avoid harassment and victimization of Executives of SNEA(I),Nashik. It was also requested to avoid misinterpretation of transfer policy. All executives' of SNEA(I),Nashik are requested to be alert and if required special GB will be called to decide further line of action/trade union action. GMT,Nashik assured that he will monitor all the issues personally and will settle them in very short period. IDA Increases by 0.3% : For All BSNL absorbed employees executives and non executives an increase in IDA rates w.e.from 1st July-2010 will be only of 0.3% IDA will increase from 34.8(present) to 35.1 %.

CHQ News -Central JAC met Hon’ble MOC&IT Sh A. Raja at Coimbatore on 25th June,10 Representatives of Central JAC, including GS, met Hon’ble MOC&IT to seek his immediate kind intervention regarding refund of 3G and BWA Spectrum Charges paid by BSNL on the grounds that BSNL, being an incumbent operator fulfilling the socio-economic obligations of the government with regard to ensuring uninterrupted growth of telecom sector in remotest parts of the Country, is fully qualified to pay spectrum charges for both 3G and BWA at reserve prices, and in accordance to the provisions of NTP 1999 according to which BSNL paid a minimum charge of Rs 100 crores for 2G spectrum. The reserves of BSNL are virtually exhausted by arbitrary payment of about 18,500 crores as spectrum Charges for 3G and BWA and with this payment BSNL is all set to be bankrupt. We pleaded with him to intervene as quickly as possible to save the families of more than three lakh workers from being thrown on to the streets. Besides, we pleaded with Hon’ble MOC &IT that BSNL has been subject to worst kind of discrimination by not allowing it to bid for commercial Circles instead of slapping pan India license fees for 3G and BWA spectrum. Hon’ble MOC & IT fully assured that he will very strongly plead these justified issues of refund of spectrum charges by BSNL with Hon’ble PM and Finance Minister who is also the Chairman of the eGOM for allocation of 3G and BWA spectrum. As regards continuing delay to address the important issues of ITS absorption, revision of pension, procurement of GSM equipment for immediate expansion and payment of 9.2 % IDA in tune with orders of DPE, pointed out by JAC, Hon’ble MOC & IT also assured that on his return to Delhi he will hold further discussions with JAC regarding non settlement of these issues by DOT on which Country wide strike was held on 20th April,10. JAC clearly reiterated that bureaucracy in DOT, particularly Secy-DOT, was taking absolutely no interest in addressing and resolving the issues on which he gave very specific and concrete commitments has been given on the basis of which strike of 20th April, 10 was deferred by JAC CHQ News -Extension of benefits to TTAs (BSNL absorbed / recruited) selected as Direct Rect JTOs as Dept Outsider -- orders issued for 1) counting of past service for fixation of pay for JTO, 2) payment of salary during training period instead of stipend, 3) carry forward balance leave, 4) continue to be governed by Rule - 37A for BSNL absorbed TTAs, 5) payment of TA for training, 6) exemption of police verification, 7) exemption from further Bond etc. Association was pursuing the matter with DIR(HR), GM(Estt) and GM(EF) for months together. The case was delayed since the case of TTAs recruited by DoT and absorbed in BSNL was referred to DoT for their clearance. In DOT also, Assn pursued the matter with Member(S) and DDG(Estt). We are extremely thankful to DIR(HR) and GM(Estt) for settling the long pending issues of JTOs recruited in 2001, 2002, 2005, 2007 and 2008 <<Order>>

Guru Das Kamath, Hon MOSC&IT on 26.03.10 Hon’ble MOS called a meeting of the Joint Action Committee on 26.03.2010 at 11 AM to discuss about various issues mentioned in our charter of demands. Representatives of all the constituents of JAC were present whereas Hon’ble MOS was not assisted by anyone from either the Management or the DOT since he preferred to have one to one interaction to get first hand information of the issues. At the very outset of the meeting, Com V.A.N.Namboodiri, convenor JAC informed MOS how inordinate and continuing delay on the part of the govt. in sorting out crucial issue of ITS absorption has adversely affected the growth and performance of BSNL. MOS was also informed that present crisis in the Company is primarily because of non availability of equipment and failure of Management in addressing and deciding crucial issues of growth and viability. VRS, disinvestment, outsourcing etc are in no way going to improve performance of BSNL. The real issues are quick procurement policy, involving and engaging the whole workforce in the process of transformation by adopting innovative processes and systems, sweeping reforms to streamline existing procedures and processes. Today if the market share of BSNL has dropped to such low levels, it is primarily because of non availability of equipment and total absence of implementation of progressive and forward looking policies, JAC impressed upon MOS. The entire workforce is ready to deliver on all fronts of growth provided they are led by an efficient management essentially belonging to the Company, JAC informed MOS. On this part, Hon’ble MOS mentioned that he is a strong protagonist of strengthening of PSUs and assured JAC that Govt. would give a very serious thought to the issues raised by JAC and take all possible steps to bring BSNL out of the present crisis. However, MOS appealed to JAC to impress upon the entire workforce to work hard to improve quality of service and customer interface. Failure of Management to put in place appropriate business strategies and lack of focus on potential business areas of telecom has led to BSNL not emerging as a strong business model, we impressed upon MOS. To achieve this, management must come out with comprehensive road map and perfect market strategies and involve the entire work force in achieving the said road map to make BSNL an ideal business model, JAC informed MOS. The discussion lasting about an hour took place in an extremely cordial, free and frank manner. We are extremely thankful to Hon’ble MOS for his quick personal initiative in calling JAC to get first hand information of the issues involved and perception of JAC on these issues. Meeting with Director(HR): GS along with AGSs and GS and President/ AIBSNLEA had a very detailed discussion with Director(HR) and GM (Pers) on the important issues of not issuing Adhoc JAG promotion and regularization of existing STS. We informed Director(HR) that the entire painstaking and sincere efforts of finalizing GR A RRs by him are being deliberately derailed by GM(Pers) because of his complete lack of interest and bias towards promotee officers. There is absolutely nothing that stops GM(P) from issuing Adhoc promotion of regular STS to Adhoc JAG and regularization of existing Adhoc STS officers. In a chronological manner, we apprised Director(HRD) how the two important issues are being dealt with by GM(P) in a highly indifferent manner and how the continuing delay is depriving regular STS of their Adhoc JAG promotion since good number of them are getting retired every month. We also apprised Director(HRD) how biased attitude of CGM/Rajasthan is vitiating the working atmosphere in Rajasthan. By giving local officiating promotion to non eligible ITS officers to JAG and denying the same to eligible regular STS(promotee), CGM/Rajasthan is virtually becoming a party to Court case filed by non absorbed ITS in Jaipur CAT to stall promotion of regular STS to Adhoc JAG in accordance to BSNLMS RRs. This is the outlook of the leader of BSNL in Rajasthan and how does he expect to improve performance of Circle by deliberately demoralizing those who are part and parcel of the Company. We expressed serious and overwhelming resentment throughout the Country on account of non resolution of these two issues and impressed upon Director(HRD) that it is impossible for us to contain the hurt feelings of our members. Director(HRD), while appreciating our concern, asked us to wait for a couple of days before he finally decides on these issues. Joint Forum of Non Executive and Executive Unions / Associations met at New Delhi on 15.03.2010 and discussed the Sam Pitroda Committee report and its recommendations. Joint Forum come to the conclusion that the total failure and mismanagement of the affairs in BSNL by its top Managers at different level lead to the the intervention of Hon. Prime Minister and formation of the committee. While opposing the negative recommendations listed below, it has to be ensured that Jt. Forum is not opposing all other positive recommendations and sweeping reforms in the report like bringing professionals into the Board and top management, complete ITS absorption, Managed capacity, change in procurement policy etc. We are fully endorsing those recommendations and demanding its speedy implementation. Some vested interests within BSNL and DoT are propagating that the BSNL employees are opposing the entire Sam Pitroda recommendations and they want to stop the entire reforms by this. Almost all the Unions / Associations of Joint Forum participated in the meeting. Prime Minister had submitted its report to the Hon. PM. The Govt sought the views of BSNL Board on various recommendations of the committee. CMD, BSNL called a meeting of SNEA(I), AIBSNLEA and BSNLEU (BSNLEU couldnot attend the meeting) on 12th March and briefed on the various recommendations of the Committee and BSNLs views on the recommendations as various conflicting paper reports are appearing in the press regarding BSNL Boards decision on disinvestment, VRS etc. Some of the recommendations such as unbundling of last mile copper, disinvestment, VRS etc has to be opposed as it will not solve the problem faced by BSNL. There are some positive recommendations also such as induction of professionals, completion of ITS absorption in a time bound manner, change of procurement policy, introduction of managed capacity, induction of young talents etc. BSNL Board submitted the following views on various recommendations.

He openly stated that " we are already in the RED ZONE". Now this is not the time for HR issues. There is nothing to be done on HR issues. We have got the scales, we have avenues to up gradation and we have sound transfer policy. Now our existence is in question. But don't we lose confidence; introspect ,inspect, evaluate the crisis and act for betterment of BSNL. We have to come out of our traditional cells now, we have to roam over all the fields. The trade unions in BSNL have to run parallel management. There has to be sense of oneness and belonging. Examine our own integrity and so of others- be integral part of the movement. 'Don't spare non-performers in the management and also among you. Single them out, that will teach the lesson to others.' This is the only time; there is no time to issue reminders. Now or never. Our bread and butter is in danger. Every body has right to fight for bread and butter. We need dynamic leaders, professionals ; who could resist untamed political interference and drive the organization in proper direction to safeguard BSNL. The account books need not be manipulated. We all know 'Satyam' issue. Our market share has drastically dropped to 12%. We do have potential; it has to be exploited to the fullest. GS has given classic and motivational example of Bihar which shows how a dynamic leadership can lead you to pinnacle. BSNL Bihar Circle (LSA) added total 623933 new GSM connections in the month of Jan’2010 and secure 1st position among all Telecom Operators as well as all Circle (LSA) in India. Percentage market share captured by BSNL in Bihar Circle (LSA) Jan’2010 is 33%.Bihar Circle has set an example to open our eyes. On the other hand in J & K - More than one month before Hon’ble Supreme Court lifted the restriction imposed by Home Ministry for providing prepaid mobile services. While Airtel and Aircel have been on their toes and running from subscriber to subscriber, including their chief executives, for revival of their frozen prepaid customer base and within a month have been able to revive 60,000 and 50,000 respectively, BSNL was yet to take off as on 16th Feb.,10. When GS learnt about this serious development, he immediately contacted CGM/J&K to know the reasons for such a serious situation. GS was shocked at the response of CGM/J&K when he flatly told GS ---- what he can do. GS also reacted strongly and reminded CGM/J&K that he is the leader of BSNL in J&K and is expected to lead it aggressively and professionally and not make such demoralising remarks. Our AGS, Com Khan, also apprised PGM(Mobile)/J&K about this serious issue and urged upon him to take immediate action for revival of prepaid connections of BSNL. After this development, we understand that BSNL has revived about 14000 prepaid connections till the evening of 17th Feb.,10. The point is we have to recognize and seize the opportunities. GS urged to GET READY TO MEET THE CHALLENGES THROUGH SUSTAINED EFFORTS. We have to steer our beloved BSNL out of the crisis. He appealed to ACT -ACT and give serious thought and to concentrate on the growth of our own SSA. On the issue of IPO GS told that it is not going to help BSNL. The capital will go to the government and will not be used for BSNL. We are against IPO. In case of JTO's in supernumerary status he pointed out the ' one time personal up gradation' as a solution and we will try to see that TBP is not affected. Regarding relaxation of service condition of 7 years to 5 years for LDCE to TTAs for promotion to JTO he said we are in favor of this and we support talents in the organization. GS answered lot more questions raised by the huge gathering of about 150 executives present who waited his arrival for nearly three hours. Dashing DS Pune Com.V.M.Wankhede and equally dashing DS Nashik Com.M.B.Sangale in their aggressive and motivating speech appealed Satara executives to remain united and strengthen SNEA, Both the firebrand leaders of their respective districts narrated many of incidents of their SSAs in which they took lead in solving many of complicated issues with the help of members unity and support, they also expressed their pain that even though they during each and every meeting called Satara leaders into their divisions of Pune & Nashik but Satara leaders never bothered to call them even once for any of meeting. DS Goa Com.S.M.Phullare also addressed once his parent SSA and appealed everybody to strengthen the organization. ACS Com.V.B.Kokate also expressed similar thoughts and seconded DS Pune Com.V.M.Wankhede and DS Nashik Com.M.B.Sangale that he was also never invited by District body to come for any meeting at Satara. Circle Treasurer Com.P.N.Patil reminded members that Satara has not paid circle Quota since Dercember-2008. CWC member Com.A.R.Manani appealed house to forget about past and think of how to come out of this situation and proceed ahead, he told that during his CS term he was having full faith in the leadership of Satara and because of that he not found it so necessary to speak directly with members of Satara. CS Com.M.S.Adasul also expressed similar views and assured members that Satara being his home District where he born, grown up & got education, hence he has very special love & affection for Satara peoples and is ready to come any time anywhere in Satara with even a 7 hours notice. Special G.B.meeting lasted for more than 4 and 1/2 hours and ended at about 21-30 CHQ News-Association writes to Shri Sam Pitroda who has been assigned the challenging task of defining future road map of BSNL to pull it out of the deep crisis that it is in now and urges upon him to address and sort out the key issue of deciding the leadership of the company to bring it out of the present morbid state. Top leadership of the company under any circumstances should not be from within the ITS because of the complete failure of ITS management to act as change leaders, catalysers to introduce innovative processes and systems in the organisation so as to motivate and lead the huge workforce to a clearly defined goal. Assn. further pleads with Sam Pitroda that unless the key, fundamental and contentious issue of leadership is addressed and resolved, any other recommendation of the committee to transform the organization would be rendered in fructuous because of complete failure of ITS management to govern, lead and deliver. Assn. brings out clearly lack of vision, mismanagement, rampant corruption, political interference, inefficiency of highest order, stale thinking process, lack of accountability, uninterrupted and huge jumps of non-performers on career front, lack of professionalism, lack of sense of belonging of front line managers towards the organization as the main reasons for crumbling of the organization. Raja defends BSNL's post-bid negotiations with vendors <<Economic Times>> 3.Pay anomaly of JTOs of 2005 batch : In continuation to series of earlier discussions and regular correspondence that we have had with Director(HRD) on the important issue of removing the pay anomaly of the JTOs of 2005 year on justified and genuine grounds by extending the benefit of 30% fitment to all the JTOs of 2005 year of recruitment, regardless of their date of joining, GS has clearly brought out that due to this anomaly the difference in basic pay as on 01.1.2007 is Rs 5220/- , and even if the E1A pay scale is approved, the difference in basic pay will be Rs. 2770/- . The losers are further to suffer the ignominy of a recurring two-year lag in their Time Bound Promotions throughout their career also. << Letter>> In continuation to our several discussions with DIR(HR) and GM(Estt) on this issue, GS along with AGSs met GM(EF), Smt. Aruntadi Panda, and discussed the issue in detail. We pleaded with her to resolve the genuine issue at the earliest and take a positive stand on the issue. Further we discussed and suggested three to four workable proposals by which the issue can be resolved in totality by extending the benefit of 30% fitment to all the JTOs of 2005 year of recruitment. Issues related to JTOs recruited as Dept outsider from TTA Cadre: In the meeting with GM(EF), Smt. Aruntadi Panda, we discussed this issue further. On the basis of our earlier meetings and discussions with GM(Estt) on the issue, the file has moved to GM(EF). Editorial January'10 - CHQ END OF THE ROAD- our bread earner enters internecine Red zone. ( Credibility and reputation of our beloved Company nosedives, hits rock bottom and is at its lowest ever ebb. Worst and unabated political and bureaucratic interference, continuous market drubbing, inefficiency of highest order at all the levels, growing indiscipline, total lack of accountability and leadership, unprecedented indecisiveness, mismanagement, rampant corruption and complete lack of transparency plague the Company.) We are in the RED ZONE. Our beloved Company, our sole bread earner, is expected to post staggering loss this fiscal year for the first time. The great pangs of pain and agony await us at our doorsteps. It is undoubtedly going to be an agonizing and distressing journey from now onwards. How do we henceforth traverse our future journey full of thorns is something that has no doctored prescription. In the highly crowded and competitive market how do we go about? The journey is in no way going to be different from the way a patient suffering from terminal illness getting intermittent heavy doses of powerful pain killers which relieves the pain temporarily. Have we now reconciled to get doses of pain killers from time to time or even now we have some strength left to look forward towards undergoing rarest of rare surgery that takes us out from terminal illness from which people rarely come out. People with extraordinary determination and rare toughness of mind do survive even from terminal illness. Are we that stuff? Only future will tell. So far, we have not demonstrated anything of that kind. The tragedy is that we became the victims of terminal disease even though the disease markedly showed its signs as early as five years before. We ignored and neglected the early and clear symptoms of terminal disease invading and crippling us. Probably we allowed it to paralyze us. As GS of this Association, I have no hesitation in acknowledging my complete personal failure in not being able to lead successfully in averting this grave and deadly situation and live up to the trust, confidence and expectations reposed by you in us. Leadership receives accolades as well as brickbats. And today, I take your brickbats for the present virtually irretrievable debacle in the spirit in which it has to taken. For the first time bewilderment and despondency have overtaken us, and we really do not know what to do, where to go, how to go. Was it our failure to lead you in the right direction with the right strategy or the failure to get committed support from the grass root to implement our strategy is something debatable and we leave it to you to analyze and judge for you are in the best position to judge. How do we fulfill our responsibility towards our family, particularly the younger generation within us, who have a long way to go in the company, our Country (because BSNL is being seen as an institution in which the hopes of millions of our Countrymen to get reasonably good service at affordable prices are enbedded) shall be multi million dollar question because getting monthly pay packets shall be a trying, tiring and an arduous task for us, let alone getting our cadre upliftment which shall be nightmares. Nevertheless, all said and done, despite our big failure in not being able to prevent onset of present grave crisis, we shall resolutely go ahead and leave no stone unturned during the brief period we have at hand (because this my concluding term) to see whether we can succeed in staging what would undoubtedly be a remarkably miraculous come back. No Roaming Tariff between BSNL MH & MTNL Mumbai: BSNL corporate office issued historic guidelines to boost the interests of both BSNL MH and MTNL Mumbai as according to this all the BSNL MH mobile customers will be charged local tariff while roaming in Mumbai and all the MTNL Mumbai mobile customers will be charged local tariff while roaming in entire Maharashtra. SNEA(I) Welcomes such proposals which has potential of increasing the market share of both BSNL and MTNL. At the beginning of the meeting our DS and Circle President welcomed Hon.CGMT
with beautiful flower bouquet. Meeting lasted for about '20' Min
even though CGMT had given time of '2'Minutes. Urgent issues like Development of
BSNL in which cases like burning issue of mandays tender finalisation, Loss of
revenue by issuing recharge vouchers to Gas outlets, some urgent HR
issues like wrong criteria applied for DE Offg , unfilled vacancies, Weightage for activities carried out at Nashik than other SSA, VRS
case of Com. N.B.Patil, TTA to JTO exam issue etc. For all these issues Hon. CGMT had
assured to look into positively. Moreover he appealed to all to work hard fo
achieve the targets and uplift Maharashtra BSNL to progress. He said MH is
number one state in the country but unfortunately share of BSNL has gone to 10%
in Maharashtra. In morning meeting with Nashik executives he had direct
interactions in which he had given some good guidelines for improvement of BSNL
share.Some of them are listed here like - Formation of Broad band team other
than BSNL Staff i.e. 75 teams in urban and 75 teams in Rural, All shops of
computer should be taken in our team, Increase loading of B.B equipment
before 3G Mobile enters in the market that is within two to six months.
,Increase existing rate of giving broadband connection from 70 per day
to 150 per day, Key point to sell our products is persuasion for which we
have to come on Road ( Example given in Cinema "Rocket Sing"), He appreciated
that most of executives had seen this movie. We should extend good wishes to our
valued customers at least to those who are giving more than Rs.10000 revenue
P.M., Issue them good memento up to Rs.500/-. He insisted on SSA Head to offer
greetings to at least 50 VIP CIC in Nashik, like this All DEs, SDEs, and JTOs
too can contact CICs and wish them, keep good liaison with them, give mail to
CICs regarding latest plans, latest development, new services and wish
them on Emails, Help to enterprise business teams for generating demand of CUG

here to view the memorundum submitted>>>> Meeting of the Executives working in external plant in Nashik Division:- The meeting of the field officers-SDEs and JTOs working in external plant in Nashik division was organized by Com.A.R.Akhade,CEC Member SNEA(I),Nashik on 20-01-2010 to discuss the problems faced by the officers working in external field. The meeting was presided over by Circle Prez SNEA(I) Com.S.V.Bhad,DS SNEA(I) Nashik Com.M.B.Sangale and District Treasurer SNEA(I),Nashik Com.G.G.Borase. The points discussed in the meet were - 1.- Conducting Mela's at various locations in each SDCA by field officers instead of the staff working in Vijay project,marketting,EB and sales team. 2.- Cable damages and thefts due to NMC works and Highway road expansion throughout the SSA. 3.- Arrangement of maintenance material at Nashikroad instead of Sinnar store and its distribution. 4.- Problems in provisioning and maintenance of Broadband connections and posting of new JTOs for BB provisioning and maintenance in field. Circle Prez and DS thoroughly discussed the issues in details and assured to take up the matter with District as well as circle administration. SNATTA has expressed gratitude towards both of them. CHQ News-18 Jan 2010- Procurement of redundant Cordect technology a big fraud-Comrades of TN , KTK, HR should maintain high level of preparedness to defeat the evil designs of the officers in BSNL Corporate office to procure highly redundant cor-dect broadband technology from M/s Midas communications a Chennai based firm having strong political links . The equipment has already failed validation at TN five times because it could not comply with technical requirements envisaged in the tender. Procurement of this obsolete equipment shall be a big scandal in BSNL and would lead to heavy losses in TN, KTK and HR circles. Association strongly condemns the continued efforts of BSNL management to force TN circle to validate the equipment on flimsy grounds. GS writes to CMD protesting against the arbitrary procurement of this highly redundant technology. Members of SNEA through out the country to remain fully prepared to defeat the move of the management to inflict huge losses on the resources of BSNL. <<letter>> , <<Annexure>> CHQ News-18Jan 2010- GSwrites to Dir(HRD), BSNL to consider relaxing age from seven years to five years for appearing in JTO(35% quota) competitive examination. This will act as an appropriate and much needed dose of motivation for brilliant, direct recruit and highly talented young TTA’s. GS urges Dir(HRD) to consider the whole issue keeping in view the extra ordinary and outstanding contribution of direct recruit TTAs for the growth of BSNL. <<letter>> Warm welcome to Com.V.S.Shirke,JTO Sales in SNEA(I) Nashik Pariwar on joining SNEA(I),Nashik. INTERVENTION OF DS REGARDING CABLE ROUTE INSPECTION AT SATPUR:- Cable route inspection at Satpur sub division was pending since one month period due to overload and busy schedule of DE CC. Today our DS Com.M.B.Sangale pointed out the matter to Hon.DGM(CFA) Shri.Rakesh Srivastavji. Hon.DGM Sir reacted immediately and took the matter on top priority and visited Satpur sub division personally along with DE concerned and carried out the inspection of new route and trial pits. The trial pits were open over the period of a month and it was dangerous for public. Our intention was to avoid delay in completion of contract work as well as any possible untoward incident on account of hazard or probable accident to public .This association appreciates the sharp intervention from Hon.DGM(CFA) and we are very much thankful for the same. Association strongly condemn complete inaction and indecisiveness on the part of DIR(CFA), BSNL Board in delaying the finalisation of NGN class 5 tender for one million lines to replace the existing redundant switches. The inaction of the concerned Director is inflicting irreparable damage on the growth of BSNL. GS conveys strongest protest on this account to CMD, BSNL and warns BSNL Management of serious consequences if the said tender is not finalized at the earliest. << Letter to CMD>> DS Com.M.B.Sangale's met DGM(F) : District Secretary Com.M.B.Sangale met DGM(F) and discussed pending cases of pay fixation in respect of JTOs those who have promoted from E1 to E2 under TBP review 01 Oct 2006 and excercized option w.e.f. DNI . DGM(F) assured to settle these cases at an earliest. These cases include- S.D.Patil, P.V.Patil,S.S.Pawar,R.R.Wagh,V.D.Morkar,R.K.Jadhav,Gahiwade N.R. and some lady comrades. DS Com.M.B.Sangale's visit to Cidco : District Secretary Com.M.B.Sangale had a meeting with Branch Secretary WTP-WTR-T&D & Mobile Com.D.M.Kotkar along with Vice President Com.C.R.Kadam,Com.R.G.Sarode and Com.G.V.Pawar. All the concerned officers are requested to verify the details of their requested stations and if they want to change or cancel their request applications they are requested to AGM(staff)MH circle within 10 days.Click here to view copy of letter & List >>>>> PM formed high level committee to take care of falling revenue of BSNL: Concerned over deteriorating financial health and competitiveness of state-run telecom firm BSNL, the government has constituted a high-level committee, headed by Sam Pitroda and Deepak Parekh as member, to look into the issues and give recommendations within a month.This was decided at a meeting chaired by Prime Minister Manmohan Singh last week to review the performance of two telecom PSUs ( BSNL and MTNL)."There was an agreement that the situation of BSNL required immediate action to address both the short as well as long term issues affecting its financial health and competitiveness," the Prime Minister’s Office (PMO) said here. On the position of another PSU, MTNL (that offers services only in two metros of Delhi and Mumbai) was comparatively better and the issues concerning it be considered in the normal course, separately, it added. The Joint Forum of BSNL Unions of Non-executives / Associations of Executives will meet on 11th January to discuss about the latest developments in BSNL including the delay in tender of 93 million GSM lines, Agitational programmes against Govt. proposal for 10% IPO, Absorption of ITS officers etc. CHQ News-SDE to Adhoc STS Promotion: The APAR for 2008-09 from most of the Circles except GUJ, CHTD & KRL not reached so far. Even if the stay at J&K is vacated the, DPC cannot be held without the CR for 2008-09. So, CSs should ensure the receipt of APAR at BSNL CO. CHQ News 07-01-2010-Meeting with Secretary, DoT: GS along with AGSs met Sri. P. J. Thomas, Secretary, DoT and discussed the following issues. a) Issues related to the viability of BSNL: At the very outset Secy/DOT emphatically mentioned that employees and the executives of BSNL have a very huge responsibility in terms of giving a new facelift to the entire Organization through sustained and determined efforts. Secy/DOT was of the clear view that BSNL despite having a clear strategic advantage in two potential areas of business growth in 3G and broadband sectors has not been able to capitalize on this distinct advantage. Determined efforts and appropriate strategy and plan of action is immediately needed to tap huge market in these twin potential areas of business. Associations and Unions have to play a frontal and leading role in forcing the Management to focus strategies in these critical areas of telecom segment where huge potential still remains unexploited. b) Continuing delay in finalization of tenders and completion of key projects: Secretary expressed deep and serious concern over the inordinate delay in finalizing tenders and execution of projects critical to the growth of the Organization. Finalization of tenders as quickly as possible and completion of important projects in a time bound manner are priority areas in deciding the growth of the Organization. In this context, he quoted the example of Delhi Metro Rail Corporation (DMRC) where a tender worth Rs 7000 crores was finalized in a record time of 22 days in sharp contrast to BSNL where finalization of tenders is taking years together. Secy opined that BSNL Managers and concerned officers in BSNL should visit DMRC and learn the entire process of deciding and implementing key projects as expeditiously as possible. In nutshell, Secy/DOT clearly emphasized an urgent need of deciding and implementing projects in time, drastically improving the existing work culture and quality of service, including critical customer interface. c) 93 million GSM tender: CVC has raised certain issues which had to be resolved by BSNL Management. In fact, Secy/DOT expressed his great disappointment at the huge quantum of delay in finalizing this crucial tender like other tenders. However, he assured that DOT would try its best to ensure that the stalemated tender takes off as expeditiously and felt that Associations and Unions also should actively and constructively participate and closely monitor to ensure in future that important projects are finalized as per the drawn schedule and that such damaging delays do not take place. We informed Secretary that in 2007 also BSNL faced similar threatening situation and that resulted in huge decline of its Market share because of complete non availability of GSM equipment and in case present tender is also allowed to go the way tender in 2007 was dealt with, BSNL will be completely out of telecom business very shortly and shall be unable to retrieve its lost ground. In fact, this is the only challenging opportunity for BSNL to come out of the huge mess that it is in now, we informed Secy/DOT. d) Penetration of Broadband in rural areas: Secretary suggested that BSNL come up with a comprehensive plan of action to penetrate into huge rural broad band market and asked us also to work out appropriate strategy and suggest vital inputs that could boost BSNLs penetration in this vital area of telecom growth. PM: Secy/DOT very briefly mentioned that a steering committee is expected to be constituted very shortly by Finance Ministry to go and address important issues to tide over the present difficult situation that BSNL is in now. However, Secy felt that short term benefits like waiving off of license fees on landline segment and other subsidies that BSNL is looking forward to may not really help BSNL in the long run. What is really going to be decisive is ensuring its continued exponential growth in areas of rapidly expanding telecom business through quick finalization and timely execution of important projects and improving quality of service and customer interface. f) Challenge of fully capitalizing on upcoming IPL tournament: Secy/DOT mentioned that there is a very big and challenging opportunity for BSNL to exploit its business in 3G segment in the upcoming potential IPL tournament since it has a very decisive and clear cut edge over other operators in terms of possessing 3G spectrum. It remains to be seen whether BSNL utilizes and exploits this huge opportunity to spurt its growth in 3G segment. G) Absorption of ITS: Secy/DOT informed that fresh Cabinet note on this important issue is under active consideration and is likely to be sent to the Union Cabinet very shortly. He further mentioned that he was fully conscious of deciding this important issue as quickly as possible.
